Police Shakeup
After Hearing
BEAUMONT .V- The city man-
tiger at Beaumont. Jack Jeffrey,
said yesterday afternoon a .shake-
up in the -top command of the
Beaumont Police Department is
imminent.
He indicated that Chief Jim .Mul-
ligan will be ousU.I.
The statement followed sensa-
tional testimony last week that
bawdy houses, widespread gambl-
ing anil open •. a loons nourished in
Beaumont and nearby Port Arthur.
The hearings were held by tin
general investigating committee
oi the Texas House.
Mulligan was questioned closely
by the committee, which found he
possessed $00,000 cash, accumulat-
ed over the' last five years. Mulli-
gan said he obtained the money
Irom a wealthy sister.
Other Beaumont officers testifk.l
they found envelopes, stuffed with
moiley. on their desks and envel-
opes. They said they did not know
where the mcney came from.
Jeffrey said "developments in
regard to the apparent failure or
local police in suppression of vice
can be expected" this week.
Jeffrey said that to reveal plans
at the moment would defeat their
success. The former Baylor Uni-
versity football star .-a'.l it would
be "like a quarterback consulting j
wiln the other side."
However. Jeffery told newsmen
a new police chief is being consid-1
ered.
He said consideration has been
given both to elevation of a man
inside the Department and to
bringing in an outside man.

About Electing
House Speaker
AUSTIN ttfi — In thei hot light
for speaker oi the Texas House.
Representative DeW'itt Hale of Cor-
pus Christi put James Turman's
name in nomination first.
This formally started the machin-
ery for resolving the speakership
controversy, with members march-
ing to tile front to mark and cast
their votes tor speaker.
Representative Mehton Murray
of llarlingen nominated Wade Spil-
man for the post.
While the iioue went about the
business of electing a leader for
the session the Texas Senile re-
cessed until 11 o'clock this morn-
ing. Many of the Senators crossed
to the House to be spectators in
the speakership speeches and bal-
loting.
Hale compared candidate Tur-
man to both U. S. Senator Sam
Rayburn. also a native of Fannin
County, and to former Vice Pre-
sident John Nance Garner.
Said the Corpus Chrisli law-ma-
ker:
"He has dynamic leadership w ith-
ont didactic oratory."
Regarding Spilman. Murray saicl:
"lie smiles when he talks but no
on,, shoves him around."
There was applause aud a stand-
ing ovation from almost equal
numbers of House members alter
each of the nomination speeches.
After the nominations were sec-
onded in four minute speeches,
each, the tedious process of east-
ing and counting ballots began.
Each member marked his ballot
in secret and put it in the ballot
box under the watchful eyes of
eisiht tellers. At the end of voting
each vote* was inspected by each
of the eight tellers and announced
to the House.
Catholics and protestants tire lock-
ed in a lile-and-death struggle.
Dr. Criswell addressed 7,500 de-
legates at the Texas Baptist evan-
gelism conference at Fort Worth,
lie was a strong critic of Presi-
dent-ele-et John Kennedy during
last year's campaign.
Dr. Criswell put his views in
these words: "It is entirely possi-
ble that we might someday live in
a Roman Catholic America like
that of Spain or Argentina.
