Hoover Soys U. S.

WASHINGTON FBI Di-
rector J. Kdgar Hoover reported
Wednesday night that the United
States is in the midst of one of
the worst crime waves in its his-
tory.
Hoover said the number of ma-
jor crimes committed in the first
half of this year was up 14.4 per
cent from the same period of 1955.
He said that unless the trend is
reversed, 11)56 will mark the first
year in which the crime total will
reach the 2.5 million mark—a new-
record.
A major crime was committed
on the average of one every 12.2
seconds in the January-June per-
iod, Hoover said in his midyear
frinie report. Every 4.1 minutes
there was a murder, manslaughter,
rape or assault with intent to kill.

than he originally planned in his
campaign to retain the presidency.
His plans for an inactive cam-
paign obviously have bet'n discar-
ded. The night-and-day campaign
of Adlai Stevenson and reports
from Vice President Uichard M.
Nixon appeared to be the reasons
for reversal of his earlie decision.
Stevenson worked Wednesday
night to build up a picture of Mr.
Eisenhower as a weak President
with a limited concept of his depu
ties.
Former President Trunvin intro
duvced Stevenson at a Democratic
rally in Kansas City. When Stev
enson's speech was over Truman
said it was "right down the alley"
j and "he ought to do that all the
time—if he does, he's going to
I win."
Nixon in Kentucky
Nixon flew into Kenucky to-
i day in a hid to swing the politic.il-

GOP camp. He planned a full dis-

Ike to Speak
The White House announced
Wednesday that Mr. Eisenhower
will make another full dress cam-
paign speech in Pittsburgh on Oct.
a other speeches were expected to
be added shortly to the Eisenhow-
er campaign agenda.
It has also been disclosed that
a number of other trips are being
planned or considered by the Pres-
ident's White House staff in con-
junction with the OOP national
committee. A trip to Missouri
seemed likely to be added to the
schedule. The President was • also
expected to visit the Pacific Civist.
the East and possibly New Eng-
land before ending his campaign
with the traditional "get out the
vote" speech on election eve.
Stevenson, in his call for a
"strong presidency," said he was
not talking about the President's
ing out of Hirsch Auxiliary Field
17 miles east of Laredo. They col-
lided Wednesday afternoon.
Each was occupied by an instruc-
tor and a student. After colliding,
the planes burst into flames and
crashed near the field. There was
no indication any of the occupants
tried to parachute.
An Air Force spokesman said
possibly the students were at the
controls and one of them "froze"
—that is got so scared he couldn't
react in time to avoid the colli-
sion.

"I am talking, rather, about
what has seemed to me his philo-
sophical attitude toward the office
and his consistent rejection of the
positive responsibilities of leader-
ship—a rejection that began not
last fall, but in January, 11)53," he
said.
