rapidly getting into condition for the
encampment at Las egas hich will
be held goon. Sergeant Litter has been
with the company for some time in-
structing: it as to the service and in
additio to the regular metings nightly
meetings are now being held. Consid-
erable practicing has also been done
on the rifle range out i nthe sad hills.
All this work is making a great im-
provement in the company which al-
ready had some splendid marksmen in
it. With thin added preparation it is
expected that at the encampment com-
pany M will give a good account of
itself.
Itev. Mr. Smith has come here from
Abilene Texas to become pastor of the
First Presbyterian church. He will
begin holding services at once.
The Cumberland Presbyterian revival
is still in progress. Considerable in-
terest is being manifested.
Mrs. W. O. Oldham has gone to Santa
Fe to attend the meeting of the State
Sunday School association. Mrs. Old-
ham has a place on the program.
X crowd of the Portales young peo-
ple enjoyed a luncheon party on the
fawn of C. O. Leach.

ern bond buyers do not seem to want
the New Mexico road bonds at par be-
cause they only pay 4 percent the
state of New Mexico will take them
investing the permanent school fund
of the state in these bonds thus af-
fording an absolutely safe and sure
income for the state school fund and
at the same time giving the state
highway commission $120004 to be used
for the construction of roads in the
arious counties. While one bank of-
fered to pay 1 percent on (20000 of
the school fund the governor argued
that that was a very high rate and
there was no assurance that the bank
would pay that rate the year through
and might turn the money back 'with
the loss of income until it could be
placed again at considerably less rate
of interest. This argument applied he
said not only to this bank but to oth-
ers who offered high rates of interest.
M he matter was argued from all sides
and it was finally decided by the gov-
ernor the secretary of state the state
treasurer and the attorney general that
the greatest good to the greatest num-
ber would be best served by taking the
highway bonds and thus getting
money for the roads and bnt little
less money for the school fund income.

Ilajnolds of the district court yester-
day rendered his decisions in the two
water company cases. The case of
Louis A. McKae against the Water Sup-
ply company was decided in favor of
the plaintiff; but the case of P. Sei
against the Water Supply company was
decided in favor of the water company.
These cases were brought by city
attorney John C. Lewis to test the
water company's rights under the
franchise granted by the council. 1he
point at issue in the McRae case was

The city attorney s contention was that
the rate for the maximum amount used

from $1000 to $1500 a month.' city at-

The Sei case in which the decision
was for the water company was to as-
certain whether the company had the
right to charge $1 for turning on or
oft the water when the consumer is delinquent.

Public when the new road is com-
pleted from Fabens to Fort Hancock"
said county treasurer J. D. Ponder to-
day. Jud Ponder has lately been down
the read quite often paying off the
m-n and while he is enthusiastic over
all of the EI Paso .valley its natural
beauty and wonderful possibilities he
fi'mly believes rhat the section of river
bottcm being opened east of Fabens
will tu. the most attractive piece of
country in the whole county. Hitherto
it has been a sealed book to the peo-
ple c t 1 Paso w ho were unable to
reach it beca-ise of lack of roads.
HEAVY RAIN WASHES
WOOTEN ROAD BADLY
Wooten N. M. July 4. The heaviest
rain of the season occurred above here
and washed the soil from the roads
leaving them rocky especially above
Toboggan. The roads were in a bad
condition before.
A party of horseback riders includ-
ing Miss Margaret Watson and Miss
Harriett Bitchoff. chaperoned by Mrs.
Taylor from Douglas Aria. got caught
in the rain and hail storm near To-
boggan Spring where they had to dis-
mount and seek shelter.
W. M. Snow came up from Mesilla
Park to spend the Fourth of July
week with his family.
Rev. Miles Hanson has returned to
El Paso and Lance Hanson has come
to the Springs to spend a week with
his mother.
Fred Weckerle. of the Santa Fe Fuel
company. El Paso was up and made a
trip horseback through the hills.
W. M. Simpson president of the
Sumner Lumber company at Sunmer.
Misv motored over from Dexter. N.
M. near Roswell where he and asso-
ciates have bought a $60000 alfalfa
and fruit ranch. Simpson and Webb
have an option on the balance of the
Yard ranch here. Mr. Webb is expect-
ed from Sumner In a new Oakland
Greyhound machine on its trial trip.
Mr. Hardcastle was up from EI Valle
hunting cattle and said the county
bridge at the foot of the mountain be-
low Highrolls was washed out. and no
one could pass there exceut on horse-
back or in a very light vagon. This
does not effect the new cutoff road
between Alamogordo and. the moun-
tain towns.
Other property owners between
Mountain Park and Cloudcroft have
joined the movement for an automo-
bile road by the most direct route to
the Springs and the right of way on
a neasy grade between Highrolls and
Toboggan is assured.
Mrs. Comfort and daughter. Florence
passed up to Cloudcroft Monday for a
stay at the T. W. C. A. home.
Dr. A. E. Lauson of Anthony N. M
went up to occupy their new cottage
on Chipmunk avenue.

trark walker discovered the corpse of
a man. aged about 40 years with the
th-oai cut. under the east end of the
bridge spanning the Rio Puerco about
one and a half miles east of here. Some
50 feet from the corpse a razor was

for a cleanup day has been started for
this city. The leading spirits In the
movement are the women. The prime
mover is Mrs. Kemp president of the
Woman's club here.
While the matter has not yet as-
sumed definite shape as yet. the women
are beginning to stir the matter up and
are getting after tne city council to get
that body's moral and financial backing
and to arouse the citizens to the im-
