from other evidence satisfactory to said committee, that the require-
ments for holding mass meetings and conventions herein provided for
have been substantially complied with, and on the-dates herein specified,
then no delegates from such county, so failing to observe said reluire-
ments, shall be recognized or permitted to participate in the temporary
organization of the convention, and we recommend that they shall not
be permitted to participate in the deliberations of the convention after
its permanent organization; provided, however, that this rule shall not
apply as to the dates of conventions to delegates from counties which
have heretofore held their conventions or mass meetings.
7. Be it further resolved, that the chairman of this committee be,
and he is hereby authorized, to call a State Democratic convention to
meet in the city of Houston, Tuesday, the 2d day of August, 1904, for
the purpose of nominating Democratic candidates for all State elective
offices at the next general election for the State of Texas, and for the
transaction of such other business as may properly come before such
convelltion.
8. That the chairman is authorized, empowered and requested to
call upon the party authorities in the -several counties of the State to
call Democratic primaries, or primary conventions, throughout the State
to be held on the 9th day of July, 1904, for the purpose of electing dele-
gates to county conventions in the respective counties of the State on
July 16, 1904, and which said county conventions shall elect and send
delegates to represent said county in the State convention herein last
above p;ovded for.
9. The presiding officer and secretary of each county convention
shall as soon as practicable, -after the adjournment of said convention,
make up the credentials of the delegates elected by such county conven-
tion to the State convention, in Triplicate, duly certified by the presiding
officer and secretary of the convention, which shall also include the
minutes of- the convention, and one copy thereof shall be forwarded by
mail forthwith, to the secretary of this committee, and the other two
:hall be delivered to some one of the delegates to the convention, one of
which he shall deliver to the presiding officer of the State convention,
as provided by law, and the other he shall deliver to the subcommittee
of this committee hereinafter provided, for the making of a temporary
roll of the convention. They shall also make up and certify like copies
of the proceedings and delegates to all district conventions as may be
necessary and desired by delegates to all district conventions.
10. The Democratic county executive committee of each county
in the State, or in case no such committee exists, then the Democratic
county chairman, shall determine whether or not Democratic candidates
for office in such county shall be nominated by primary election or
primary convention, as required by law, and shall give notice there ,f as
required by law. If a Democratic primary election is held in any county
the names of all Democratic candidates for State, district arid county
offices, upon the request of such candidates, or someone representing
them, shall be printed upon all official ballots, in said county, and such
names shall be voted on as is required by law. - The expense of printing
such ballots shall be borne by the county executive committee, as pro-
vided by law, and State and district candidates shall not be called upon
nor required to contribute to the expense thereof, nor to the expense of
holding such primary elections.
11. Every county which determines to hold a Democratic primary
election, for the nomination of any candidate for a county office shall
hold same for all purposes as hereinabove stated, and the names of all.
Democratic candidates for all State, district and county officers shall be
.voted upon in such election and each candidate for a State office who
shall secure a majority of all votes cast, in such primary election, for
such office, shall ' , considered to have carried such county for such
office, and thereby the delegates of such county to the State convention
shall be instructed to cast the vote of such county for such candidate in
the State convention, in accordance with Democratic usages and prece-
dent. If no candidate shall receive a majority of the vote so cast in such
primary election, then the vote of such county shall be prorated in the
convention in accordance with the vote received by each candidate in
such- primary and the delegates from such county shall be held to the
instructions accordingly.
12. In counties where primary conventions are held, each primary
convention shall vote upon all candidates, State, district, county and
precinct, ,to be filled by them, and shall instruct their delegates to the
county convention in accordance with such vote, and shall also elect
delegates to the county convention, and such county convention shall
nominate county candidates and send delegates to the State and several
district conventions, instructing them as td the choice of said county
for candidates for the various offices, in accordance with the custom and
usage heretofore prevailing in the-Democratic party.
13. When primary elections are held in any county there shall be
