The 26th annual County
Judges and Commissioners
Conference is expected to
bring some 000 participants
from throughout Texas here
February 38-29 - March 1 to
discuss issues and alterna-
tives in 1904
The conference at the
Ramada Inn is expected to
feature such notables as
Gov. Mark White, who will
address the group at 11:00
a.m. on March 1, and U. S.
Rep. Phil Gramm, who will
speak at 4:10 p.m. Feb. 30.
State Rep. Gary Thomp-
son of Abilene, chairman of
the House Committee on
County Affairs, will deliver
the keynote address at 3:30
p.m. February 30, following
a welcome address by Dr.
Zerle L. Carpenter, director
of the Texas Agricultural
Extension Service, Texas
AAM University System.
Bernard Eads, Dallam
County commissioner and
president of the County
Judges and Commissioners
Association of Texas, will
open the meeting, says John
Gilmartin, Extension Ser-
vice coordinator for the V.
G. Young Institute of Coun-
ty Government.
Brief remarks also will be
presented by Ted Simmons,
Gray County commissioner
and president of the West
Texas County Judges and
Commissioners' Associa-
tion; Jerry Shamburger,
Smith County commission-
er and president of the
North and East Texas Coun-
ty Judges and Commission-
ers' Association; and Gus
Mutscher, Washington Co-
unty judge and president of
the South Texas County
Judgesand Commissioners'
Association.
Addressing the opening
afternoon session also will
be Sam Clonts of Austin,
executive director of the
Texas Association of Coun-
ties; and Giles Dalby of
Post, Garza County judge
and president of the Texas
Association of Counties.
Separate sessions for co-
unty judges and commis-
sioners will be held the
morning of Feb. 29. At the
judges’ session in Ramada
Suite D, discussions will
concern House BUI 1212, the
new continuing education
requirement for aU judges;
legislative charges in the
DWI law, and recent chan-
ges in the Texas penal code.
County commissioners,
meeting in Suite B, will
discuss such issues as build-
ing better county roads,
working with the State De-
partment of Highways and
Public Transportation, in-
stant concrete bridges and
pavement maintenance ma-
nagement systems.
Featured in a special
workshop Feb. 29 for pro-
bate judges will be discus-
sions on 1983 legislation and
the new mental health code.
Another workshop held con-
currently will include dis-
cussions on how to make the
legislative process work for
county officials; basic legal
guidelines for commission-

agricultural development
corporations will be discus-
sed by Katy Bond of Austin,
attorney for the. agricultur-
al development bond pro-
grams of the Texas Depart-
ment of Agriculture.
A discussion on disaster
request procedures will be
presented by Robert A.
Lansford, state coordinator,
division of emergency ma-
nagement, Texas Depart-
ment of Public Safety.
Other discussions Feb. 29
will deal with telecommuni-
cations and the courthouse,
planning for rural fire pro-
tection, and solid waste
management and disposal.
Speakers on the morning
of Mar. 1, besides Gov.
White will include Jay Stan-
ford of Austin, representing
the Texas Advisory Com-
mission on Intergovern-
mental Relations; Donnie
Carriker, Austin, the Texas
Department of Community
Affairs; J. Robert Brown of
Austin, the Texas County
and District Retirement Sy-
stem; Randall Wood of
Austin, attorney; Helen Fa-
rabee of Austin, who will
report on the State Task
Force on Indigent Health
Care.
Other officers of the asso-
ciation, besides Eads, are
Sam Seale of Edna, Jackson
County judge, first vice
president; and Henry
Lee Grimes, Caddo Mills,
Hunt County commissioner
who is second vice presi-
dent.
The conference is spons-
ored by the Extension Ser-
vice in cooperation with the
County Judges and Com-
missioners Association of
Texas.
