obtaining at the end of 1947. From April to
October, further declines occurred, reaching
a low of 10,724 at the end of October. Slight
rises occurred during November and Decem-
b-r and at the close of the year 16,472 vet-
erans had active accounts. These active ac-
counts represented 14,439 unemployed veter-
ans and 2,033 who were self-employed.
By the end of 1947 a total of 376,844 appli-
cations had been filed with the commission.
During 1948 an additional 23,121 were filed so
at the end of the year 399,995 veterans had
filed applications for readjustment allow-
ances. This amounts to approximately 45.5
per cent of all the veterans residing in Texas.
Of the 399,995 veterans filing applications
for allowances, 85 per cent dropped their
claims before drawing all allowances to which
they were entitled. When comparing the
number dropping their claims and the num-
ber of active accounts at the end of 1948,
with the total number making applications,
the continued absorption of veterans into
postwar employment is indicated.
During 1948, $19,626,500 of federal funds
was paid in readjustment allowances to vet-
erans. This amount is 72 per cent less than
was paid in 1946 and 60 per cent less than
total payments in 1947. Payments in 1948
brought the total amount paid to veterans
in Texas since the beginning of the program
in September, 1944, to $172,770,405.
Unemployment Compensation Activities.
At the end of 1946 there were 24,026 em-
ployers subject to the act; at the end of 1947
the number was 26,763, and by the end of
1948 the number was 28,460. Employer con-
tributions in 1946 amounted to $15,838,567;
the 1947 employer contributions amounted to
$20,217,194 and in 1948 the figure was
$25,081,492.As of Dec. 31, 1946, the balance in the trust
fund was $158,535,636; as of Dec. 31, 1947, it
was $175,084,368; and as of Dec. 31, 1948, it
was $198,972,225. The average tax rate in
1946 was .8 per cent; in 1947 it was 1.0 per
cent; in 1948 it was .9 per cent.
When an individual wishes to file a claim
for unemployment benefits he is required by
the law first to register for work at an office
of the commission. He then files an an-
nouncement of his intention to file a claim
for benefits. One week later he may file his
initial claim, at which time he gives the
reason for his separation from his job with
his last employer. Responsibility of the
commission Is threefold: (1) to offer the
claimant referral to suitable job openings,
either at the time of registration or as the
job opportunities occur, (2) to follow-up on
the results of the referral, and (3) to deter-
mine whether or not the claimant is eligible
for benefits through having earned sufficient
wage credits from covered employers and the
circumstances surrounding his unemployment.
During 1947 a total of 102,312 initial claims
for benefits were filed with the commission.
These were followed by the filing of 360.107
continued claims. Initial claims filed in
January numbered 15,395; thereafter the
number steadily dropped until October when
only 4,381 were filed. The number increased
until the end of the year, with 4,862 in
November and 6,269 in December. The peak
of continued claims came in March, with
41,740, and the low in November with 14,198.
Continued claims in December totaled 18,040.
An individual may file more than one series
of claims during his benefit year, each being
inaugurated by an initial claim. Of the initial
claims filed during 1947, 88,786 were new,
first-time claims. Disposition of these first-
