Health Problems.
Geographic and climatic conditions in Texas
are favorable to the maintenance of health
records above the average. Most of the state
lies in subhumid to arid areas, and even the
eastern portions, where rainfall is heavy,
have a relatively high percentage of sunshine
A rolling terrain provides excellent drainage
in all except the lower parts of the Coastal
Plains. An average temperature that is be-
tween middle temperate and subtropical per-
mits outdoor living with the exception of a
few days in each year.
On the other hand. there are conditions un-
favorable to Texas health, notably the sub-
standards of living that have existed among
the large Negro and Mexican populations.
Texas' long seacoast, with its fourteen ports
and its Mexican border of nearly a thousand
miles have also made necessary constant pre-
caution against the introduction of tropical
diseases and smallpox and other infections
from areas where vaccination and other pre-
cautions have not prevailed in the past The
health problems of Texas were greatly in-
creased during 1941 and 1942 by the concen-
tration in Texas of military camps and war57 1 836
