SCHOOL DISTRICTS
There were 1,007 independent school dis-
tricts in Texas during the school year, 1945-
46, according to the State Department of
Education, of which 985 were operating. There
were 4,461 common school districts of which
2,621 were operating. Total number of inde-
pendent and common school districts were:
otal districts, 5,468; total operating, 3,606.
The nonoperating districts are those that,
while retaining their official boundaries, have
consolidated with other districts for functional
purposes. With the improvement of the high-
way and road system of the state and the
increase in the school bus transportation sys-
tem, there has been rapid consolidation of
school districts and consequent larger aver-
age size of schools. As late as the school year,
1928-29, there were approximately 6,500 com-
mon and independent school districts in the
state, of which 1,000 were independent and
5,500 common. The number of independent
districts has remained stationary, while the
number of common school districts has de-
clined rapidly.
NUMBER OF ACCREDITED SCHOOLS
In the school year, 1945-46. there were 1,190
accredited white four-year high schools in the
public school system of Texas, according to
the State Department of Education, and 69
two-year schools, with 2,031 rural schools
There were 189 accredited four-year high
schools for Negroes, 18 two-year schools and
633 accredited rural schools.
SCHOLASTIC APPORTIONMENT
The state apportioned to the support of the
public schools from the available school fund
$35 for the school year, 194647, in addition to
which there was an allotment of $6 brought
forward from the preceding year in which a
final additional apportionment had been made
in August just before the close of the fiscal
year, making a total of $41 per scholastic
available during the school year, 1946-47. as
against $36 available for the preceding year.
These figures represented a new peak in scho-
lastic apportionment (See table on p 371 for
complete recapitulation of per capita appor-
tionments.)
EQUALIZATION FUND
In addition to the apportionment per capita
of scholastics from the state available school
fund, there is annually appropriated by the
Legislature a supplementary amount from the
general revenue fund for the purpose of
equalizing educational opportunity as between
the school districts with large and small tax
resources of their own. This equalization fund
was formerly known as rural aid. In the
school year, 1945-46, the equalization fund
amounted to $13,024,436, of which $7,233 665
was for payment of teachers' salaries, $5,174.-
312 for school bus transportation, and $616,459
for payment of the tuitions of scholastics
forced to transfer from one district to another
because of lack of facilities in the home dis-
trict. For the preceding school year, 1944-45,
the total equalization fund was $11,461,710, of
which $7,127,078 was for salaries, $3,737,996
for transportation and $596,636 for tuition.

Below are figures on graduates of the four-
year high schools of Texas, white and col-
ored, for the 194546 school year, according to
the State Department of Education

SCHOOL ATTENDANCE-TERM
A total of 1,049,473 white children were en-
rolled in school during the school year,
1945-46, and the average daily attendance was
873 010 Average length of school term was
175 days. A total of 198,049 colored children
were enrolled and the average da!ly attend
ance was 157109. Average length of the school
term in colored schools was 169 7 days, ac-
cording to the State Department of Education.

TEACHERS' SALARIES
Average salary of white teachers in the
Texas public schools during the school year,
1945-46, was $1,647, average salary of all white
personnel, including school administrative of-
ficers, was $1,745 Average salary of Negro
teachers was $1,284, average salary of all
Negro personnel, including administrative of-
ficers, was $1,314. The whole number of white
and colored teachers and administrators, to-
taling 47,001, drew an average salary of $1,683
Data are from the State Department of Edu-
cation, Austin. Averages for the 1946-47 year
were higher, but had not been compiled at
time of publication of the Texas Almanac.
There were heavy losses from the teaching
ranks during the years, 1941-1947, because of
low salaries and the subject was a campaign
issue preceding the elections of 1946. (See
table on p. 372 for salaries in past years )
SCHOOL BUS TRANSPORTATION
The public school system of Texas operated
5,936 buses for transporting children to schools
during the school year, 1945-46, carrying 318,-
183 children, which was 32 per cent of the
average daily school attendance Total bus-
miles traveled was 53,103,678 Total cost was
$10,332,728, or a cost of $32.45 per pupil during
the school year, according to the State De-
partment of Education.
