The minister of communica-
tions and public works to-day
signed a declaration oi forfei-
ture ef the concession granted
June 30 1896 for the construc
tion of a railway by the Mex-
ican Southern railway cdmp-
any. The concern should
have built according to its

obligations ibo kilometers of
roadbed witfiVaiis in place by
the 30th of la"st December but
had only completed 40 kilos.
The company was composed
dt Chicago people arid was
organized under the latvs of
New Mexico but has not
complied with the conditions
of its charter- and on Monday
the treasury will reeeive from
the national bank 550000 in
3 per cent bonds of the federa-
tion which has been deposited
as a guarantee for the fulfill-
ment of the terms of the
concession. The total loss to
the company through its fail-
ure is about $80000 silver. J.

vices. The ofovernment has receiv
ed a proposition from William

procured the concession for
the company and was after-
ward displaced to take over
the charter putting up a

cent bonds. Mr. Pritchard is
backed by local capitalists
who declare themselves ready
