WOODFORD'S
INTERVIEW.
United States Would Feel
Justified in Taking Mea-

Paris Sept. 20. A dispatch
to the Temps from San Sebas-
tian says that in an interview
yesterday with the duke of
Tetuan the Spanish minister
for foreign affairs the United
States minister to Spain Gen.
Stewart L. Woodford did not

to a moderate phrase in the
statement of the great injuries
commerce and industry had
suffered in the United States
through the prolongation of
the Cuban war. General
Woodford is said to have add-
ied that Secretary Sherman
H.had desired him to declare to
the Spanish government that
it was evidently impossible for
Spain to end the rebellion in
a reasonably short time; furth-
er that if the war was conti-
nued Cuba would be devasted
and of no utility- to Spain or
to the Cubans.
In conclusion the United
States minister is reported to
have insisted courteously but
firmly upon the necessity of
terminating the war declaring
if it was not terminated by the
lend of October the United
States would feel justified in
taking measures to secure the
independence of Cuba.

The arrest was made on a
warrant sworn out on informa-
tion by Sheriff McTiernan be-
fore Justice Joe Dunn. The

THE ADVANCE IN SILVER.
New York Sept. 20. Silver
scored a further sharp recov-

rose lc over Saturday's quo

show gains over the low prices
of September 1 of 3 and 7lc
