A FLOUR MILL.
For tome years tbo Banner has
urged tho erection of a flour mill
st Brenham but up to tho present
tirao no stops in that direction
have boen taken. Tho matter has
stood in about this position:
Farmers did not caro to raiso any
wheat or try to raiso any for the
reason there was uo mill hero to
convert it into flour; on the other
hand parties disposed to go into
the milling business would not do
so for tbo reason tbcro was no
wheat raised hero to be ground
Laying aside the question ol a local
supply of wheat it would seem
that thero aro other consideration's
which go to show that Brenham
is a good point for a flour mill. It
3s located at tho junction of two of
tho most important railwa3-s in tho
state and is surrounded by a vcry
fertilo and thickly populated
country. At present about ono
hundred and fifty car loads of flour
are received hero overy year not
a dust of flour being mado nearer
than Houston. This is at the rate
of about twelvo car loads per
month or nearly 15000 barrels por
year which at an average of $7
J per barrel makes upwards of 8100-
000 yearly sont out of tho vicinity
for flour without taking any ac-
count of tho money paid to rail-
roads for lrcigbt. Tho flour re-
ceived hero is from St. Louis and
other points in Missouri also from
Kansas and .Northern Texas
At Houston and Galveston flour
mills havo been in successful oper
ation for years the wheat to keep
them running being received from
Northern Texas. Wheat could be
got at a point say 100 miles north
of Brenham on tho Santa Fc rail
way and at any number of places
further north. If it pays to trans
port wheat to Galveston and Hous
ton it certainly ought to pay equal
ly as well to bring it to Brenham
Tho consumption of flour in this
vincimty is nearly sufficient to
keep a mill busy while a consid
erable number of towns within 30
or 40 miles of here by rail might bo
supplied if proper inducements
wero offered. A mill could be
erected near enough to tho rail
road tracks to save all drayage.
Brenham is a prosperous and
growing town and it would cer-
tainly seem that there is as fino ah
opening for a mill hero as at any
point in Southern Texas.
"Pay as you go and plow deep"
lool s well on paper says the Wal-
ler County Courier but there is
not in Waller county one hundrod
farmors who can pay as they go.
It endeavors to show that the farm
crs aro under many obligations to
tho merchants and arc not finan-
cially ablo to form an Allianco and
pay as they go.
The Galveston Tribune favors
making a felony to carry concealed
-weapons and fixing the punishment
at two years in tho penitentiary.
Something certainly ought to be
done to put a stop to promiscuous
"gun toting" which is now entire-
ly too common. Tho twonty-flve
dollar fino has no terror for the
average pistol carrier.
Congressman Stewart puts him-
self squarely on record as being in
favor of deep water at Sabino Pass
but he will do what ho can lor all
seaporU of Texas. It seems that
his sympathies are altogether with
Sabine Pass as tho principal port
for Texas. Tho congressman is no
doubt honest in hi intentions but
many persons will doubt his
judgment. Sabine Pass is now fa-
mous tor alligators and gigantic
mosquitoes.
Col. A. Groesbeeck died at the
Capitol hotel in Houston at 1:40
Sunday morning. H was born in
Albany N. Y in 1820. He came
to Houston in 1847 and was ono of
the most prom'nent and progres-
sive citizen of thi. city. He took
an active part in all public improve-
ments and at one time was presi-
dent of tho Houston and Texas
Central railway. Ho built the
Capitol hotel and that enterprise
proved a serious financial disaster
to him. At ono time he had a
handsome competency but at his
death ho was a poor man.
Ges. B. F. Butler has beon re-
cently interviewed touching the
shoe business and labor troubles ai
liynn. The general said the boy-
cott was a poor weapon. Its prin-
ciple was wrong. It was tho wea-
pon of tho employer and the wage-
worker should adopt a better. His
proper weapon is his vole. Until
tho workmen can raako tho laws
of the land. He says that solution
ofthe labor problem rests in the
election of some proper represen-
tative to the presidency. General
Hutlcr was himself tbo working-
man's candidate for the presidency

Economy and reform is a very
good thing but demagoguory un-
der tbo guise of economy is a very
poor investment for tho people ol
tbo stato at large. Cheap men are
dear at any price is what the San
Anantonio Light says and it is
eminently correct. Duiing every
political canvass tbo demagogue
takes the stump and makes tho
burden of bis song retrenchment
and reform. He favors retrench
ment by a reduction of taxes and
reform by having himself and his
friends elected to fill offices. When
the term of retrenchment men is
ended it is generally found that
the stato county or municipality
over which thoy presided is deeper
in debt than it was previous to the
inauguration of tho retrenchment
reform and the final outcome in
variably is an increase ot taxas

good former deficiencies caused
mainly by bad management. Tho
practical demagogue is a thorough
judge of human nature; and he ap
peals to men's prejudices by tho
most direct channel viz: through
their pocket-books but eventually
the pocket-book is tho sufferer be

ject of tho demagogue is tho pock
et-book of his dupes. Ho en
deavors to show entrenchment will
result in a great saving but some-
how or another the saving finally
redounds to tho benefit of tho dem-
agogue All governments to be
conducted properly and economic-
ally must be conducted on strict
business principles and this ap-
plies to all governments from tho
management of the smallest com
munity school in tho rural districts
up to the government of these
United States Business princi
ples demand that a fair and reason
able prico be paid tor all labor and
services rendered and experience
shows all business men that infer
ior labor and poor services aro
dear st any price costing in the
long run more than would compe-
tent help. In order td conduct
any government properly the tax
es must be high enough to pay tho
expenses and it is cheapor to pay
expenses as tbo aro incurred than
to be compelled to levy additional
taxes to pay past deficiencies.
Whenever tbo peoplo aro brought
to a thorough comprehension of
these facts the demagogue will
find that his business is complete
ly broken up.
