THE POPE ON STRIKES.
The New York World has pub-
lished what purports to be a full
translation of the Pope's recent
encyclical on the labor question
After slating that society is of
divine and not of human origin
the Pope declares that property is
esBontial to social order. The poor
he says have a right to bo assisted
by the rich not by general alms-
giving but by furnishing work.
Ho says: "The divine decree is
tliiit man shall eat bread in the sweat
of his brow and tho apostolic in-
junction declares that if a man will
not work neithor shall ho eat."
Then ho has this to say of strikos:
And this is why strikos are so un-
productive of lnnofioial results. A
strike tan bo justified only as a
moans of defonso whon an individ-
ual's interest is attacked. Never
can it be justified as a collective
arm of aggression. Man has a
natural right to live and to work.
As si moans of procuring a living
ho has a right to remove every ob
ataolo to his work and to got the
valuo of his labor. And therefore
whon his labor is neithor productive
nor remunerative ho has a right to
refuse to continue it.
But an individual right cannot be
transformed into a collective right;
nor can an arm of dofenso be chang-
ed into an arm of aggression to
cause means of good to degenerate
into a source of harm. An aggres-
sive striko is not reciprocal between
operative :iud operative but an in-
strument of attack upon tho pro-
prietor and property. The opera-
tive on striko is a passive and domi-
nated instrument not an intelligent
and freo being.
While his aoliou lessens the cap-
ital of his employer it puts no
money in his own pocket. The
struggle aga'nst illegal coercion is
ouo of tho glories of the Catholic
church and this as well as the wel-
fare of the people should always be
uppermost in the minds of' every
government. If the discontented
operative is to bo detached from an-
archie socialism his wants must be
unlev-Uond by his rulers who must
nil leave to unscrupulous 3git3tors
tl tmuopoly of social reform.

gramme of the international meet
of tho League of American Wheel-
men was inaugurated today the
Oue Mile Novice opening tho se-
ries. There are not less than a
dozen starters in any of the events
and in some of them there are three
times this number. Zimmerman
and Tyler are the only riders of
national fame who are in any of to-
day's races. The third mile open
in which they will figure will be
run late this afternoon.
