Washington Jan. 10. The resolution
of Mr. Holman declaring it to bo the
judgment of tho house that tho granting
of subsidies or bounties by congress in
inonoy public hinds bonds or by in-
dorsement or by pledges of tho public
credit to promote spccinl private indus-
tries or enterprises independent of tho
constitutional powers of congress is un-
just nnd impolitic and in manifest con-
flict with tho spirit of republican insti-
tutions passed to second reading 11 vote of
101 to 98. Mr. Holman then moved a re-
consideration of tho vote by which tho
previous question was ordered in order
to clinch tho matter and afterwards
withdrew tho motion. Tho Democratic
congress can bo depended upon to vote
down subsidies of every nature.

Washington Jan. 10. Little moro
than a year after tho surrender of At-
potomax congress enacted a law which
provides that no person who had served
in tho military naval or civil service of
tho Confederate states should bo ap-
pointed to any position in tho army of
the United States. Congressman Her-
bert himself an ex-Confederate officer
bos offered a bill in the house repealing
this prohibitive section. It is hardly
probablo it will bo favorably acted upon
unless there aro actual hostilities. In
that caso congress would probably pass
tho bill with little delay.
Chilean Situation.
Washington Jan. 10. President Har-
rison has called a cabinet meeting for
next Sunday. It is contrary to his re-
ligious principles to perform any official
duties on tho Sabbath but ho finds it
iiniwrative at the present time. This is
only significant that tho Sunday cabi-
net meetine will have aside from tho
fact that our Chilean affairs are rapidly
approaching a climax and frequent con
sultations are of necessity.

New York Jan. 10. Evan P. Howell
of tho Atlanta Constitution arrived ut
tho Fifth Avenuo hotel last night. Ho
said tho Georgia member of tho national
Democratic committeo will cast his vote
in favor of this city as tho placo for
holding tho national convention. Ho
also said that tho twenty-five delegates
Georgia sends to tho convention will go
uninstruoted. They will vote with the
delegates from northern Democratic
states providing tho representatives from
those states do not cast their votes for
Cleveland. Georgia is thoroughly anti-
Cloveland becauso in tho state there aro
"80000 Allianco men and overy ono of
theso are opposed to Cloveland. Tho
first choice of Georgia undoubtedly is
David B. Hill and tho second choico
Senator Gorman.
Tho Haltlnioro Wim Not Dnmnged.
1 Vallejo Cal Jan. 10. An examina-
tion proves that tho cruiser Baltimore is
not injured in tho least in her contact
with tho Vallojo shore. Sho drifted and
sottled ou an nlluvial deposit and on a
return of tho tide iloated off without as-
sistance. Sho is not to bo docked again.
A forco of mechanics boiler-makers and
helpers nro nt work on her engines and
bo'lers overhauling them for tho first
time in two years. All repairs to tho
bhip will bo finished insido of twelve
days. Tho Mohiccu is in tho stream
ready for sorvice and tho Adams and
Ranger are being put in readiness foi
service.

NEwroitT. R. I. Jan. 10. Comman-
der Winslow of tho torpedo boat Cush-
ing received orders to proceed nt onco to
tho Brooklyn navyyard and now only
awaits favorablo weather. Officers do-
tailed have not yet reported to tho ves-
sel. At tho toropdo station considerable
activity is displayed. Tho gun cotton
factory is running nearly to its full ca-
pacity and orders have just been received
todoublo shipments for Maro's island.
Tho navyyard is making 20000 pounds
but this is mado partially of spar torpe-
does and not till cotton in bulk.

San Francisco Jan. 10. Tho steam-
ers Acnpulco and City of Now York be-
longing to tho Pacific Mail Steamship
company left at noon today for Panama.
When thoy reach Santa Barbara Cal.
they will bo given a speed trial extend-
ing through Santa Barbara channel to
fix their rating under tho now moil sub-
sidy schedule adopted by tho postmaster
general and also to determine tho avail-
ability of tho vessels as cruisers if needed
inthoovent of war.
