Pacific Islands
May Develop New
Business Chances
Honolulu, T. H., May 2 — The
buccms of wartime farming on the
South Pacific jungle inlands may
well prove the opening wedge of a
new era of economic expansion In
which the Hawaiian islands hope
to play a prominent part.
Farms established by the United
States Foreign Economic Adminis-
tration in Solomons and New Heb-
rides islands produced 18,000,000
pounds |« foodstuffs in 1944 from
4,000 acfgs of lani that had been
tropical jungle before the w*r.
These successful farms, demon-
strating the feasibility of raising
the economic standards of island
natives, foreshadow a vast pro-
gram of development in the islands
formerly held as Japanese man-
dates.
Foresee Training Center
Administration of the islands b;
governmental agencies would cal
for extensive agricultural experi-
mentation and the training of a
new class of American “eoloniaT'
civil servanta.
Hawaiian educators and busi-
nessmen forsee that the Hawaiian
islands may become the training
center for administrative person-
nel for the expansive island em-
pire captured from the Japanese.
Too, the territorial islands may
serve as a reservoir of personnel
providing administrators already
accustomed to tropical climate ana
fitted by temperament and training
to deal with the native populations.
Good Openings
Nations that have in the past
developed large colonial empires
have depended upon civil servants
who made careers of colonial ad-
ministration. If trusteeship or con-
trol of the islands taken from Ja-
pan is entrusted to the United
States, island administration might
become an important profession.
The United States Commercial
Co., operating undhr the jurisdic-
tion of the Reconstruction Finance
Corp., is making a survey of eco-
nomic possibilities in the Caroline,
Marianas and Marshall islands. A
number of Hawaiian residents al-
ready are employed in this sur-

ments in the Southwest Pac:
1943. The following year the FEA
began work in the Marianas and
eight months later had 1,924 acres
under cultivation.
In addition to agricultural de-
velopment, the FEA established
trade operations with natives. The
reduction of copra was encourag-
ed and co-operatives, for the pool-
ing of produce were organised. The
sale of articles of native handicraft
to souvenir-hungry soldiers and
sailors was supervised by FEA
authorities and enterprising na-
tives placed in charge of stores and
exchange centers as rapidly as they
could be trained.
The agricultural operations and
equipmnet, to, were placed in na-
tive hands as soon as they were put
on a sound basis.
These wartime expediences set
the pattern for what some Pacific
observers think may be a long per-
iod of increasing rrosperity for the
Micronesian and Melanesian areas.

For John Tarleton Colege at Ste-
