No charges filed
in boy’s death
12-year-old was hit
by car driven by
teen in Lewisville

An investigation into the
death of a 12-year-old Lewisville
boy is closed, with no charges
being filed, according to Lewis-
ville police.
Eric Lozano, 12, was killed
Oct. 24 after he was struck by a
Nissan Sentra driven by a teen-
age girl, officials said.
The police department will
not be filing a case with the Den-
ton County District Attorney’s
Office, according to a news re-
lease issued Thursday.
After preliminary investiga-
tions, police found that the driv-
er of the car was a 16-year-old
girl who was told she could start
the vehicle as her father was
teaching her how to drive in the
1700 block of Bunker Hill Lane.
Shortly after the accident,
Capt. Dan Rochelle said the teen
had put the car in reverse, then
accelerated, and the car pinned
the boy to a mobile home.
Eric Lozano was pronounced
dead later that day at Medical
Center of Lewisville due to head
and chest injuries, according to
the Tarrant County medical ex-
aminer’s website.
Police said the car also hit the
victim’s 10-year-old cousin, who
was not seriously injured.
The teenager did not have a
driver’s license, Rochelle said,
but she was learning on private
property.
“This was a horrific accident
that has touched the hearts of
many of us involved in the police
department, medical services
and the community, but there
was not a violation of Texas
criminal law,” the news release
stated.
Eric Lozano’s family referred
all questions to their attorney,
Lynette Stone. Stone would not
comment on the findings of the
investigation or whether a law-
suit was forthcoming.

Fort Worth police said a gang
member was arrested after an
80-year-old woman was shot in
her sleep during a drive-by
shooting.
Police said 19-year-old Ker-
rian Cox was arrested Thursday
and charged with aggravated as-
sault while engaging in orga-
nized crime and drug posses-
sion. He was held in the Mans-
field Jail in lieu of $104,000bail.
Margaret Bracken, who was
hit once in the arm, was treated
at a hospital and released.
Duncanville
Teacher suspended
for tweets to resign
A suburban Dallas teacher
suspended for what administra-
tors called “reprehensible” and
racially charged social media
posts about the killing of a black
Missouri 18-year-old by a white
police officer now says she’s re-
signing.
In a statement issued Thurs-
day through the Texas American
Federation of Teachers, Vinita
Hegwood also said she regrets
messages she posted on Twitter
reacting to the killing of Michael
Brown.
District spokeswoman Lari
Barager said the board will still
meet today to decide whether to
accept Hegwood’s resignation or
fire her.

Commemorative Air
Force to relocate
Dallas city officials have ap-
proved a $700,000 relocation
grant for the Commemorative
Air Force to help move its head-
quarters from Midland.
The Commemorative Air
Force is a vintage military avia-
tion group known for its historic
planes, air shows and education
efforts. Officials with the non-
profit announced in April that it
wanted to relocate its headquar-
ters from Midland International
Airport to the Dallas Executive
Airport.
The City Council approved
the grant Wednesday, The Dal-
las Morning News reported.
San Antonio
San Antonio considers
annexation proposal
San Antonio could grow by
more than 200,000 people to
become the fifth largest city in
the nation if leaders move for-
ward with a 66-square-mile an-
nexation proposal.
The San Antonio Express-
News reports the City Council
could decide in December
whether to absorb five areas in
Bexar County adjacent to the
city. The move could boost the
city’s population to more than 1.7
million by 2020. San Antonio is
currently the seventh largest city
in the country.

Ebola victim’s fiancee secures book deal

FORT WORTH - The fian-
cee and family of Ebola patient
Thomas Eric Duncan hope a
settlement and a book deal will
provide closure after his death
and opportunities to bolster his
legacy.
Duncan’s fiancee Louise Troh
is writing a memoir for release in
April, Weinstein Books an-
nounced Thursday. The pub-
lisher is a joint venture between
The Weinstein Co. and The Per-
seus Books Group.
The book “will tell the story of
her and her family’s ordeal,” ac-
cording to her publicist. Troh
told The Associated Press that it
will be a ‘love story” about meet-
ing Duncan two decades ago in a
refugee camp in Ivory Coast
while a civil war raged in their
home country, Liberia.
The announcement came a
day after an attorney for Dun-
can’s parents and four children
said the family had reached a
settlement with Texas Health
Presbyterian Hospital Dallas,
where Duncan, the only Ebola
patient to die in the U.S., was
treated.
Troh, a nursing home assis-
tant who wasn’t part of the set-
tlement, said she will use part of
her advance for a down payment
on a new home.
She said she’s living in her
daughter’s two-bedroom apart-
ment with nine other people be-
cause she has not been able to
find a place to rent since finish-
ing 21 days of quarantine.
Troh’s church and Dallas
County are also raising money to
help her replace household
items lost when cleaning crews
stripped the apartment where
Duncan stayed, incinerating
most of the contents.
The hospital’s settlement in-
cludes an undisclosed payment
to the family and the creation of
a charitable fund in the Liberian
man’s name, according to the
family’s attorney, Les Weisbrod.
Duncan’s nephew Josephus
Weeks told AP that he wants the
fund used to build a hospital in
Liberia specializing in infectious
disease.
Weeks has previously been
critical of the care Duncan re-
ceived, saying he believes his
death was partly due to his race,
nationality and lack of insurance.
But on Wednesday he spoke in a
more conciliatory tone.
“It will be a good recovery for
them, and it will help the family
to know that Thomas Eric Dun-
can’s name is being used in the
right way and good things are
being done in his honor,” Weeks
said.
The hospital has repeatedly
said Weeks’ allegations are un-
true.
