calls for a new policy m relation to
contested elections in congress and
tho people generally will echo the
sentiment It has been the practice
for the government to pay the ex-

Bums have been taken from the
treasury in this way There arc
several contested cases before the
present congress and the expense en-
tailed upon the government will be
enormous If a contestant is proven
to have no claim to a scat he should
lose the money thecoutest costs him
If he succeeds and ousts his oppon-

to refund the money he may have
derived from the government and to
which another man was entitled

CASH BALANCES AVD PUIILIC
DOMAIN
The recent discovery that more
land certificates have been issued
than there is laud upon which to lo-
cate them is not a pleasant revela-
tion There was a time not long
ago when Texas had a munificent
public domain 11 washer special
pride Hut it is gone nowand won
dcr succeeds crestlalleu pride The
questions of what ha become ol
these millions ol acres and where is
the remuneration for them are we
think familiar to most citizens In
fome cases there are railroads and
in their wav they are excellent in-
vestments but the mass of citizens
will hold them of doubtful value
when compared with public lauds
for actual settlement Million of
acres have been Eold lor a mere song
to speculators and the capital ol
these speculators has in turnbuilded
railroads iu Texas lo force the lands
upon market at advantageous prices
The investment was legitimate for
the spcculatorsaud their railroads are
acceptable Hut this form of remu-
neration is to slow to resolve
itself and so indirect that only the
tew deep and logical financiers will
realize its true importance in mould
ing tho future of Texas the masses
grasping only thcsalitnt points that
the lauds are gone and railroads aud
high prices are left The pros and
cons of the case lead too deep into
discussion to be broached in this
article andwith the masseswe have
only to do with the bare facts Thr
responsibility for this condition ol
affairs should have a fixity a tangi-
ble restingplace lor undoubtedly
some branch of the administration
of state ail airs had to do with the
question In public estimation a
share of the responsibility will be
laid at the administration which is
much on the oneidea order that only
the momentary object is given atten
lion For several years Texas govern
incut has been conducted solely with
the view ol accumulating a mag-
nificent balance in Ihe treasury The
feat has been tfiiixoAstuliy accom
plished but in its accomplishment
other important questions of slati
polity have been lost sight of Out
ol them is the public domain Kr
grosfed with the cash balauce the
omission was made of calling tor no
comprehensive leport from the land
ollice and neither the government
nor the people were actually aware
of the disposition of the public lauds
Informally aud almost acideutally
t he fact became known that holders
of certificate were unable to find
unlocated lauds In the infancy ot
its development every state is placed
at considerable disadvantage in the
march of progress thus handicapped
The cash balance does uot compen-
sate Ihe state for the absence ol do
main Accumulations of cash are in
some cases very desirable but in our
case it sccius to be assuming the pro-
portions of a financial white ele-
phant It is impossible
to utilize it in a practical way for
the amelioration of a crisis in other
departments of state government
and the application of it to the spe-
cific purpose which instigated its
accumulation is attended with mi
these contingencies
meuts of glorification
gencies were overlooked and now
that < e3r are arising tho lallacy of
l micidead anil cashbalance policy
is being gradually disclosed The
first thought which suggests itself is
a remedy But we cauuot make the
last lands revert to tho state aud
we cannot apply tho cash balauct
advantageously The mistake is uoi
lata and perhaps uot even serious
though this remains yet to he seen
There is a splendid opportunity
however to coinpire notes on vari
ous state policies and draw from
such comparisons inspirations ami
lessons which will prove ol much
benefit to future Texas slatcsniau
