1IOTEIS A D JIliS AT THE CAP1TAI
Mr Beans bill foprovide for tho pro-
tection of the Frontier passed the House
this morning V1 amended the bill is
not as liberal in its prov iaions ns it might
be ougld to be I ma say in view of the
interests and obligations involved The
pay 75 dollars for captuin fifty for lieu-
tenants forty fur 1st strgcant thirty for
other noncommissioned officers and
tlhrty for privates per month is not suf-
ficient I fear to ciTect tho object pro-
posed Thirty dollars a month for fight
intj Indians 1 Still les < does it appear
to be enough when the soldieris required
to provide himself with a sixshooter and
horse tho bill proposing to supply him
only with rations ammunition and a gun
Who would enlist Not many I fear at
least not the material to render the ser-
vice efficient And yet it seems this
was the best that could bo done The
amendment to the original bill reducing
the pay to the above lignrcs was oiIcicd
by Mr Stevens of Comanche to save the
bill which ho believed would bo lost if
this were not done Such is the spirit of
the House such the prcsuro from all
parties of the State for a reduction of
taxes that all measuics not excepting
even that of fionticr protection contem-
plating any considerable expenditure are
either opposed stralghtont or razeed
down to tho last degrse This in
general is not commendable but in the
prestnt case the rule hat betn lurried to
the extreme of Penny wise and pound
foolish and the Senate it is to b
hop ed will glve us something better for
an exposed and suffering frontier Aud
sow In view of an act so meagre in its
provisions to meet the highest obligation
of protection to tho lives and property of
citizens and this mesgrenecs a necessity
of tho situation Vltli what consistency
can cither ptople or tegislatuocajlforn

The thing is absurd gtoncecding all
the advantages claimed to be gained by a
now Constitution they nro as nothing
compared with tin importance of ade-
quate protection to the frontier Talk to
a frontiersman of a new Cousllttitlpn
when from the universal crj of retrench-
ment tho Legislature withhold tho re-
quisite protection of his hearth and hoiie
and pointing to this bill he would reject
the propositi3ii with hulgnatlon it not

Andjwho w lljdcny the propriety ol
such a feeling of vtrong and rcsonimunt
