this kind before tho meeting of each
caucus and before each ballot to this
effect and on this occasion they were
generally brushed aside as idle As
time rolled away it became more
and more apparent that thero
were only two in the race Mills and
Crisp Tho other men began to give
way and leave their supporters to vote
for whom they chose and all either
voted for Mills or Crisp except one
for Stevens Snow of IllinoisBryan
of Nebraska and Martin and Patton
of Indiana remained on record as vot-

the final decisive ballot after weary
hours of balloting was announced as

Tn vfrVfrtit the reports which haie t i re-

to her majestj s government In February fcst
that an ayrejuentfora closed ecpon should

period to cHiorce its existing prohibition
gainst i > elge sealing and to limit the catch-

been reached earlier In response to the strenu-

have been more effective but coming as lite
as it did It unquestionably re ultcd In greatly
diminishing the destruction of the seals by the
Canadian scalers In my Ust annual message
I stat01 that the basis of arbitration proposed
by hetmajestj s government for the adjust-

seal fisheries was not acceptable I am glad
now to tcable toannouuee that tprms satis-
factory to this government have been agreed
upon and that an ugrccuicct as to arbitration
t all that is necessary to the completion of
the convention In view of the advanced
position which this government has taken
upon the subject of international arbitration
this renewed expression of our adherence to
this method for the settlement of disputes
such at have arisen in the Itchnng sea will
1 doubt not moot with the concurrence of
congioss Provisions should be made for a
joiotdemaratlon of the frontier line between
Canada and the United States wherever re-
quired by the increasing border settlements
and especially for the exact location of tho
water boundary In the straits and rivers I
should have been glad to announce somo
favorable disposition of the boudary disputo
between the Great Britain and Venezuela
touching the western frnniicr of British
Guinea but the frlcpdy cfforU of the United
States n tint direction havo thus far been un-
availing This government will conthiuoto
express Its concern at any appearance of
foreign encroachment on territories long
under tho administrative control of Ameri-

boundary is easily attainable by amicable ar-

parties rc t hs here on historic facts readily
