weak intellect was unable to provide
for her children nor did she bring
their starving condition to the atten-

month ago the elder child died ol
starvation and in its dreadful suffer-
ing for food had bitten deeply into
the flesh on its hands and arms Last
week tho baby of G months also died
of want and starvation and when a
neighbor who called in examined its
body it was found the babe in its des-
peration for nourishment had sucked

blance to it that immediate steps must

adopted the report of the subcommit-
tee detailed to inquire into the sweat-
ing system of tenement house labor
The report is a voluminous document
embracing all the testimony taken by
the committee The committee in-
clines favorably to the use of tags on
all articles of clothing by wnich they
can be traced to the place of manu-
facture to prohibit interstate com-
merce in such goods as are made un-
der unhealthy conditions and the
definition of such condition

this year thinking the people would
want fewer of them and we have not
begun to supply the demand thatcama
on us with the holidays
Flower growing Is an extremely
profitable business in this city and
there is a large amount of capital in-
vested in it One florist not long ago
bought a tract of fifty acres for his hot-
houses Bat there was a rage for
chrystlianthemums this year and tho
florists somehow got tho idea that tha
demand for roses would fall off The
consequence was that New York had
to be called on to help them supply the
demand and when the New York
florists ran out of roses other eastern
cities were pressed into service
The web of wires hanging over the
streets of St Louis will disappear very
soon Three of the largest of the com-
panies that string wires announce that
tbey intend to lay conduits and give
up the poles as scon as they can make
the necessary arrangements with the

doing this they will escape the force

Legislature The Bell Telephone Com-
pany which owns fourfifths of the
wires intends to lay a conduit that
will cost over half a million dollars

be shipped here from the mines The
syndicate that is to build the works
here intends to concentrate the alumi-
num trade of the United States in this

the factory from the first will be
twenty time as great as the entire
present prodlction in this country
That would Vr an amount larger than
the output of the world at present
but the enormous capital behind the
new company leaves no room for doubt
that it intenls to make its promise
good St Louis has been chosen as
the location for the plant because of
its geographical position which will
greatly facilitate the distribution of
the manufactured aluminum
The public library of this city suc
cessfully accomplished a gigantic
undertaking this week The library
has been in its rooms on Chestnut
street for yesrs and its new building
on Locust sticet nearly a quarter of a
mile from i 5 old location was com-
pleted about the first of the year Sat
urday and Sunday books were de-
livered from the old rooms but a large
force of librarians and packers were
making things ready for the moving
Monday morning the first of the throe
hundred thousand books and valuable
documents in the library was carried
over to the new rooms and since that
time the work has proceeded day antl
night Wednesday the now rooms
were opened and patrons of the library
were served there the book deliveries
at the old rooms having continued up
to the hour when the formal change
was made w the new quarters The
new library is the most successful free
library in the West and its building is
not eqnalle1 in modern appointments
by any in the Kast except the Drexel
institute in Philadelphia

beneficiaries by the county judge and
commissioners court of each county
interested The ooject of the bill is
to avoid the expense and time that the
present method of distribution by the
attorney general comptroller and
