tho teachers a column in the paper
to be known as an Educational Col-
umn and then tho teachers at the
Institute elect an editor for said
department in the paper said edi-
tor to use said department in the
interest of education by asking
such questions as would tend to
advance the educational interests
in the county Questions to be
answered by teachers and scholars
generally Tho questions need not
bo limited to tho teachers but any
ono wishing to ask a question on
grammar or give a problem in
mathematics might do so all ques-
tions and problems to bo answered
through the paper I only give
this as a suggestion ye editor and
teachers think about these things

answer the question of last weeks
issue of your papor would say that
to n student of history and govern-
ment tho answer to the question
is a prompt and emphatic No The
centralizing tendency of governing
agencies is instinctively resisted
by every lover of democratic gov-
ernment
Thin question of textbook uni-
formity has been before tho Legis-
lature of Texas for more than ouco
nnd I am glad to say that so far it
has been defeated Well to tho
question In tho first place it is
undemocratic It is based upon
tho principle that the government
is paternal a principle which is
repugnant to overy democrat and
republican who loves cherishes
and maintains with patriotic jeal-
ousy a government of tho people
by tho people for tho peoplo who
watche3 with intelligent suspicion
every effort to take money out of
the hands of tho peoplo and place
it under tho control of tho State
It transfers immense business in-
terests to tho ficklo and unreliable
control of Stnto or political man-
agement
Thepublication of books for tho
state would be every year a matter
of millions ns every one who has
studied this question knows The
common pupils of tho United
States have textbooks cheaper
more elegant better bound inoro
beautifully illustrated better com-
piled as to scholastic and pedagog-
ical requisites than can be found
in any country in the world
This stato of things is due to the
splendid enterprise and intense
competition of a multitude of
intelligent business heroes who
are entitled to tho gratitude and
honor of all those who love our
public schools and rejoice in popu-
lar enlightenment
State uniformity of text books
according to the unanimous senti-
ment of educators would be fatal
to all school methods and so to ed-
ucation AVe admit that it might
be well for districts or towns to a-
dopt a uniform series of books but
for tho stato or even tho counties
to do so would in our opinion be
a fatal calamity to tho public
schools of Texas It is not natur-
al for the peoplo of civilized and
enlightened countries to stand still
they either go forward or backward
and I beliove tho people of Texas
are of that class that desire to go
forward in literature scienco nnd
art and Bearch for tho hidden
tiuths and mysteries that under-
lie the secret workings of tho mind
Progress is being made every day
in science and art and new books
are being written on literature
and in order to keep up with tho
times we must have these books
Then again other states have tried
it and it has proved in every case
a disastrous failure Something
near three years ago Supt O H
Cooper received letters from Supts
of fifteen or twety states on this
question and overy stato that had
tried this system said it had either
proved a failure and been aband-
oned or was very dissatisfactory
AVith the experience of other states
staring us in tho face it is not
possible for us to be in favor eith-
er of uniformity or state publica-
tion In summing up what we
have said we say that the last ten
or fifteen years have witnessed the
greatest educational progress in
America ever known in our histo
ry AVithout doubt as an edu-
cator has said the first factor in
this wonderful progress has been
the enterprise of American teach-
ers Tho second great factor in
this work has been the enterprise
of American text book publishers
It may bo that they have grown
rich in this work but perhaps
they deserve both riches and hon-
or They havo enriched the teach-
ers library with professional books
of nil kinds Tiioy Imvo ilone ev-
erything that art and money could
do to bring the text books on ev-
ery subject up to a stato of abso-
lute perfection The best litera-
ture in the world is coming fast
within reach of tho pupils Let
us defeat every measure that tends
in any way to put destruction up-
on this world of grandeur The
state publication system is funda-
mentally wrong undemocratic
nnd would stay the progress of
Texas ono hundred years
