The bill would amend the Transportation Code to require the Department of Public Safety (DPS) to enter into a contract with any person qualified to provide driver record monitoring services. The bill would also proscribe DPS from limiting the number of qualified persons participating in the driver record monitoring pilot program. The agency anticipates being able to absorb any costs associated with implementing the provisions of the bill. The bill would take effect immediately upon a vote of two-thirds of all the members elected to each chamber. Otherwise the bill would take effect on September 1, 2017.
