Carter wants to register women ; o u 1 1 i n e s proposals
President Carter did propose
last Friday as expected that
men and women aged 19 and 20
register for military service
probably beginning this sum-
mer. In the announcement of his
draft registration program
Carter made it clear that
women would be registered for
non-combat service only but
did not specify whether he-
would include them in any
actual military draft. Aides
said it was unlikely.
In explaining his decision to
include women in the program
Carter said "There is no
distinction possible on the basis
of ability or performance that
would allow me to exclude

named a 1980 Baptist Student
Union (BSU) Summer
Missionary by the Division of
Student Work of the Baptist
General Convention of Texas.
Moore was commissioned last
weekend by those who attended
the state BSU Leadership
Training Conference last
weekend in Waco. A total of 120
Texas students were com-
missioned to serve as
missionaries.
The commissioning came as a
result of several months work.
The first step was to apply to the
Howard Payne BSU. After an
interview with a Howard
Payne committee her
aplication was sent to the state
BSU office.
When her application was
accepted in Dallas she went to
the state office for an interview
and several psychological tests.
After all the applying and
interviewing was done she
said "All I did was wait."
"I don't feel any different now
that I am accepted" Moore
said. "I don't think I was
selected because I'm any better
than anyone else because I'm
not.
"If you want to be used by
God you have to make yourself
available. God honors
availability not only ability"
she concluded
Moore was appointed to serve
a ten week term at the Buckner
Ryburn Home in Dallas. A
student from the University of
Houston and one from Stephen
F. Austin will serve their with
her in the home for senior
citizens.

and 4 million men would be
affected by the proposal.
Carter has the power to call
for registration of men but
Congress will have to approve
the registration of women.
Registering women faces a
fight in Congress.

pass" said Democratic
Congressman Richard C. White
of Texas who is also chairman
of the House Armed Services
manpower sub-committee.
Actual registration of young
men will probably begin this
summer after Congress ap-
propriates the extra $20.5
million the president has
requested for the Selective
Service System to implement
his plan.
Under Carter's proposal
registration would work in this
way : Men and women aged 19
and 20 would go to a local post
office and fill out a form giving
name address date of birth
and Social Security number.
The forms would be checked at
the postal window and then
they would be sent to the
Selective Service and the in-
formation put into government
computers. After next Jan. 1
Tryouts announced
for spring play
lryout dates for the spring
production of the Speech and
Theatre Arts Department have
been announced by John
Barton director of theater arts.
Open to all Howard Payne
students the tryouts are to be
held at 4 and 7 p.m. March 4 and
4 p.m. March 5 in Coggin
Theatre.
The production "I Never Saw
Another Butterfly." will run
April Hi through April 18 as a
feature of the Fine Arts Fort-
night. Barton said.

"Butterfly" is about the
children living through the
horror of Nazi Germany of the
period from 1939 until 1945.
"The year 1979 was known as
the year of the child" Barton
commented "and we hope by
producing this play showing the
plight of children that we can
help make the 1980's the decade
of the child."
He added that approximately
six female and six male cast
members will be needed for the
play.

required to register when they
reached 18.
They would receive a letter
confirming registration and
asking that they notify the
Selective Service of any change
of address.
No draft cards would be
issued and there would be no
classifications or medical
examinations under the current
plan.
Local draft boards would not
be used in the registration
process but the White House
said it was "Developing plans to
select and train local board
members for availability" if a
draft were needed.
Carter said that the
registration was not a move
away from the volunteer force
but merely a timesaver if a
quick mobilization of armed
forces were needed.
Women would not be assigned
to combat units but Carter said
that many could be assigned to
non-hazardous jobs now filled
by men.
