produced must have been relatively small. Although whatever flags
were made during that period could be expected to vary in material
and size, they would be similar in design, shape, colors, and propor-
tions called for by the law of January 25, 1839, pertaining to "the na-
tional flag of Texas." The flags were probably made on an individual
basis by someone in a home or in a shop as the need arose, but there is
no evidence that any agency of government was responsible for their
production and distribution. A postscript to a letter from the Texan
consul in New Orleans to the Texas secretary of the treasury, dated
March 4, 1840, indicates that a Texas flag was made by an individual in
that city for the Texan consulate at a cost of seventy-nine dollars."3
