The program committee for the 1989 Western History Association
meeting, which will be held in Tacoma, Washington, October 11-14,
1989, welcomes proposals for sessions. Those dealing with new trends,
fresh resources, and innovative research in western history will be par-
ticularly welcome, as will submissions by nonteaching historians and
those who are not employed in history. This year the committee espe-
cially encourages submission of proposals commemorating the passage
of the 1889 Omnibus Bill. Please send a brief summary of prospective
papers with names of participants and a short paragraph about each
presenter, the chair, and the commentator. The committee will assume
that all those named in proposals have agreed to participate. Proposals
should be sent to the committee chairman, John D. W. Guice, at the
University of Southern Mississippi, Department of History, Southern
Station, Box 5047, Hattiesburg 39406-5047.

A large number of nonprofit organizations have felt compelled to
purchase liability insurance for their voluntary trustees during the past
few years to protect them against any lawsuits that might develop as a
result of their service on the board of the organization. Last year the
Texas legislature took action intended to make such insurance unnec-
essary. The legislation permits nonprofit organizations to amend their
by-laws to take advantage of this opportunity, and the Executive Coun-
cil voted at its May meeting to propose the following amendment to Ar-
ticle V of the constitution:
The members of the Executive Council of the Association shall not be liable to
the Association or its members for monetary damages for an act or omission
in the council member's capacity as a council member, except that this amend-
ment shall not eliminate or limit the liability of a council member for any of the
matters described in Article 7.o6B(1)-(5) of the Texas Miscellaneous Corpora-
tion Laws Act.
This amendment will be offered at the business meeting during the an-
nual meeting in Lubbock and is published here to provide the notice
necessary to bring such an amendment before the business meeting.
Looking to the future, the Association's annual meeting for 1990 will
be in Austin, and the 1991 meeting will be held in Dallas. John W. Crain363
