Description: Letter to I. H. Kempner commending him on his achievement with the Wichita Falls Water & Light Company. The writer discusses the bias in Texas against large railroad corporations and believes towns should build railroads to protect themselves from such. The two agree that Texas money should be invested in Texas railroads and the writer states some towns need these for distribution of merchandise. The author believes it is the best time to pass a code of railroad laws.
