Carswell advises Warren of a long delay in action on the recommendation for Executive Clemency for Subject Fol. 17095. He offers to provide any information that may be lacking regarding the records of Subject advising that his interest in Subject arises solely from the relationship of Parolee and Parole Officer. Carswell closes with the suggestion that Warren might have met Governor Shivers at the Seattle Governor's Conference advising that "to get the full measure of the man, you have but to recall what happened in Texas last year―it largely was his wise and determined leadership that brought us victory".
