The Committee on Finance to whom
wa referred a resolution relative to the
expediency of taxing all cotton not in the
hands of the pioducer have had the same
under cnideration and have iiwrm.r.rl

ject. The Committee do not think that
it would he proper tu tax cotton as con-
templated by the reolution believing it
would 'alternately be the same as if it
was taxed in the hands of the producer.
