shorter if anything than the
American crop This will mean a
pretty serious shortage the world
over The only country in Europe
where in there will be more than
an average crop is Russia and that
only in some places Russia is
just getting over three years of fa-
mine so that it will take the coun-
try more than one season to catch-
up with the domes ic needs
Meantime the rest of Europe is
short and though the American
crop iB by no means near the record
of the past three years it is large
enough to leave a comfortable mar-
gin for export to a lot of countries
that would take more than we
conld possibly send It looks as

low out the course of reasoning by
which it attacks Secretary Strauss

Employment Bureau as useful as
he can There was an appropria
tion from the last Congress for the
formation of a Bureau of Informa-
tion under the Bureau of Immigra-
tion in the Department of Com
merca and Labor This Bureau
was primarilyfor the benefit of im
migrants and was intended to furn-
ish them prompt and reliable in-
formation aB to the condition of
the labor market all oyer the coun-
try with a view to distributing
them or letting them distribute
themselves where they are trost
needed But Secretary Strauss
thought he saw a chance to in
crease the soope of the Bureau and
make it more useful and to this end
he is prepared to keep tab on the
demaud of the labor market in all
lines so that any skill or unskilled
mechanic might know to a certain
ity whether he could better bim
self by moving to another commun-
ity when work in his line was slack
It meant the establishment of a
sort of national employment
agency the first ever run by any
government Possibly the trades
unions of the country have noC all
been heard from and the present
opposition may come from some of
the hotheads who are never satis-
fied with anything But it is more
likely that the unions are afraid
that the new bureau may be made
use of by employers as well by em-
ployees and may in some measure
cripple the effectiveness of a strike
when one is called in any section

the German Ambissador iB going
to retire on account of ill health
It is quite certain that if Baron von
Sterhberg does retire it will be
against the wishes of both the Ger-
man Foreign Office and President
Roosevelt The German Ambas-
sador is a little man very small in
fact but in the earlier years of his
duties in Washington he was a
great athlete He was the First
Secretary of the Embassy before he
was th Ambassador and when
President Roosevelt waB AB3istant
Secretary of the Navy and Gen
Leonard Wood wbb an army sur-
geon and none of the three was
anything particularon the1 political
horizon a friendship pprangup be-
tween them because ol a snow-
storm Wood is an athlete a big
little man as he would be termed
in the prize ring hard as nailsand
thus a fitting companion for Roose-
velt Ouo alternoon the three of
them were over at the Na vy De-
partment and about closing time
when there wbb a raging snow
= torm going Sternberg looked
out of thp window and rpmaiked
longingly that it reminded him of
Norway and he would like to go
and try his skis if there were any-
one to go with The ski is the
Norwegian snowahoe a strip of
wood abbut three inches wide and
tn feet long curved at the forward
end and most difficult of manipu-
lation but a marvelous thing to get
over the snow with when you ouce
have the knack It turned out
that both Roosevelt and Wood
were old 8ki runners and the three
went out for a run that afternoon
The two found that the wiry little
German could hold his own with
them in anything needing nerve
and endurance and a firm friend-
ship ripened out of that snow-
storm After the First Secretary
of the Embassy had married a rich
American wife and himself came
back to Washington as an Ambas-
sador he was just as good friends
as ever with Roosevelt The per-
sonal question counts for a good
deal in diplomacy as well bb in
other walks of like and the Ger-
man Government has never had a-
more satisfactory representative in
Washington than von Sternberg
during the Roosevelt administra-
tion The Germany Foreign Office
does not want von Sternberg to re-
tire and has always sent out
prompt denials whenever the ru-
mor waB started The unpleasant
fact remains however that the
German Ambassador is a very sick
man and it is feared by many who
know and like him in Washington
that he willbe forced to relinquish
his post It is understood that be
will bo succeeded by the present
Minister of Foreign Affairs at Ber-
lin

RACING AT THE STATE FAIR OF TEXAS AT DALLAS OCTOBER 19TH
TO NOVEMBER 3RD
Patrons of the Texas State Fair are promised one of the greatest raco
meets this fall ever held In the South The program calls for continuous
racing during the thirteen week days of the carnival with from five to seven
running races and three to five harness races each day The liberality ot the
management in offering 50000 in stakes and purses has interested the leading
turfmen of the United States and Canada Over four hundred fine race horses
are now in training on the grounds and by Oct 10th the number will be close
to one thousand In the six harness stakes for 1200 each there are two
hundred and twelve entries n average of thirtysix to the race and In tho
six running stakes for 1000 eaoh the entries average twentysix to the race
The grandstand has ben thoroughly overhauled and 2400 chairs have
been placed in same for the comfort of visitors to the Fair The running and
harness tracks have been worked dally for the past year and raolng Is aasurod
rain or shine
