Haviln touched this point, self-respect requires ime to give
sonic explanation concelrning the erroneous intelligence which
was attaclied to my. simple expression, that 1 did not deem necessary
to explain with definitions relating the powers and faculties
of our constituted authorities.-I have saidw fac,t how much

injustice would be done me, of suppoing me to be ignorant,
that when the president of the republic in person commands

on account of the reasons more extensively explaiueim my
despatches of 14th and 31st May, will not deny that the stipglations
of the president general also powerfully contributed, not
to decide me, because I was already decided by necesity, but
