to the delegates, attention tojtheir Indian relations,

States the rights and privileges of citizens.
The delegates then proceeded to the adoption of sun.
dry resolutions-particularly, authorizing the President
to appoint a committee to draft the proposed Declara.
tion; for the presentation of the thanks of the delegates
to the victors at the battle of Conception; and for
other purposes.
On the 7th of November, the committee which had
been charged with the duty of drawing up a Declaration
of the reasons which impelled the people of Texas to
take up arms, reported the following, which was adopted
:"
WVhereas, General Antonio Lopez de Santa Anna,
and other military chieftains, have, by force of arms,
overthrown the Federal institutions of Mexico, and dissolved
the social compact which existed between Texas
and the other members of the Mexican Confederacy,
now the good people of Texas availing themselves of
their natural rights,
"SOLEMNLY DECLARE,
" That they have taken up arms in defence of their
rights and liberties, which were threatened by the encroachments
of military despots, and in defence of the
Republican principles of the Federal Constitution of
Mexico, of 1824.
" That Texas is no longer morally or civilly bound by
the Compact of Union; yet, stimulated by the genero
