HOUSTON HEARING
September 25, 1962
As the investigation progressed, another bribery cell was discovered. The
oil well servicing companies had not testified. It was felt that additional hearings
should be held to inquire into these two matters. Since many of the servicing
companies were headquartered in Houston, for the convenience of the witnesses
the next hearings were held in the Harris County Courthouse in Houston on
September 25, 1962.
The meeting was called to order by Vice Chairman Hollowell. All members
were present except Chairman Ballman, whose plane had been temporarily delayed,
but who had sent instructions to commence the hearing promptly on schedule.
Committee Counsel announced that the first topic of inquiry would be the
J. W. Tyner Trust. The DPS investigation on the Tyner Trust had been coordinated
by David McAngus, assistant attorney general, so the questioning of McAngus
was conducted by Attorney General Wilson.
At the Dallas hearings there was extensive evidence relating to the finances
of L. D. Murphy, former district engineer of the RRC at Kilgore. It now appeared
that during the last four years Murphy had deposited checks totaling some $150,000.
over and above his salary.
Although no mineral interests appeared of record in L. D. Murphy's name,
a number of mineral interests appeared in the name of J. W. Tyner, Trustee. The
investigation indicated that J. W. Tyner, Trustee, held mineral interests and received
cash for the benefit of L. D. Murphy and Nelson Decker. (also a RRC
employee.)
Some of the interests held by J. W. Tyner, Trustee, were:
(1) The Amtex-Barton Lease containing a kicked well with a maximum deviation
of 58 . (2) The Amtex-Elder Lease containing a kicked well with a maximum
deviation of 55 . (3) The Amtex-Russell Lease containing a kicked well with a
maximum deviation of 19-1/2 . (4) The Amtex-Utzman Lease containing a kicked
well with a maximum deviation of 55 (5) The Fisk-McCord Lease containing a
kicked well with a maximum deviation of 43 . (6) The T. F. Patton-Betty
Coleman Lease containing a kicked well with a maximum deviation of 41 . (7) The
Earl-Sharp-Bramlette Lease containing a kicked well with a maximum deviation of
42 . The Robert Cargill-Albert Castleberry Lease containing a kicked well with a
maximum inclination of 53-.1/2
McAngus testified that the pipeline companies purchasing the runs from these
Particular leases had issued checks to J. W. Tyner, Trustee, for more than
$78,000.00. These checks were deposited in the J. W. Tyner Trustee account in
the Tyler Bank;.and Trust Company.-41
