The " Franco Texienne lull" as it is styled, has been
the object of attention in Congress since I wrote to you
last This bill provides for the establishment of a French
company, who are to be authorized to introduce eight
thousand Frenchmen, to be stationed at twenty forts to be
erected on the Northern frontier, and to extend from the
Rio Grande-to the Red River. This company is to re-
ceive'81000,03D"jCTes ofTiffldwhen right thousand souls
over the age of seventeen years, shall be thus located at
these forts. Thry are also to have the privilege of work
ing all mines for twenty years; proviJed, theypayfiT-
teen'p"ercent to the government. This bill did contain a
provision, that the company should be allowed to trade to
any of the towns of Chihuahua, Santa Fe, and othcr
Mexican settlements ; and thai no other company 'should

years; thus giving this company the exclusive privilege

There is, perhaps, no jown in Texas that has alairerpro
peel of "going ahead" rapidly, than Swart'ou ; situ-tedon the

Republic ; the river navigibte by the Bay steamers for at least
nine months in the year farbsyondit: high, healthy, wi h most
excellent spring witer. Several hundred working hands lately
arrived in its immediate Vicinity, and now employed in prepar-
ing for the cultivation ofCo'lon: the neighborhood in popula-
tion equal to any other part of Texas. At a fair estimate
made by those who have the best opportunity ol knowing, there
cannot be less than 1500 pales of cotton that will be shipped
from that pkv e of the crop of 1841. A steam mill bein? about
to be erected adjoining ihe town; now two good houses ot enter
tainment, and several mercantile establishments in the town.
The couniy seal for thoynew connty lately laid off out of a
Eart of Liberty connty the pnblic buildings for which, (Court
ouse, &c.) are soon to be let out to the lowes' undertaker a
splendid masonic hall no under way, and will be finished in the
course of a few months, all go to show a confidence in the p-os-perny
of the place that cannot be shaken, and takinz it all in
all, no town in lexns is going ahead faster than Swartwout.
A Steam boat will leave Houston touching at Galveston, and
proceed up Trinity, so as to arrive at Swartwout in time fur the
sale?" The charge for passengers will be in proportion to the
number going up, and mi derate under any circumstances. A
