8 Sec. 172.203. RULES GOVERNING SYSTEM; ROUTINGS. A district
9 by resolution may adopt rules governing the use, operation, and
10 maintenance of the system and shall determine all routings and
11 change them when the board considers it advisable. (V.A.C.S. Art.
12 6550c, Sec. 5(m).)
13 I / Sec. 172.204. ACQUISITION OF PROPERTY. (a) A district may
14 purchase, whenever the district considers the purchase expedient
15 land,~roper rights, right-of-way, franchises, easements, and
16 otherinterests in land the district considers necessary to
17} ir acqu e, construct, or operate a rail facility on terms and at a
18s e to which the district and the owner agree.
19. (b) The district may take title to the land or interest in
20' the district's name.
21 i (c) The governing body of a municipality, a county, any
22 otier political subdivision, or a public agency may convey without
23 advertisement the title or the rights and easements to property
24 neeead by the district for its purposes in connection with the
25 auisition, construction, or operation of rail facilities.
