"Trick or Treat???"
Yes, it is a "trick" of the P.R.
people to promote Halloween.#•but
certainly no "treat" to the victims
of the criminally minded.
Our nation's newspapers have for
years cautioned the hazards of
"trick-or-treating"...and no less
the Southwest Chinese Journal in
its desire to continue the offen-
sive against this insidious habit.
On the front page of the Houston
Post a headline article reads...
NO MASK, NO HOLDUP
The story related that a
Shenandoah County, Virginia
gunman, in the act of robbery,
forgot his mask as he entered the bank door. Rushing
back to his car to obtain the mask, he arroused suspicion.
Police related that the attempted robbery was foiled when
a bank official locked the doors when the bandit tried to
re-enter.
Why must there always be a compulsion to open the door to
every mascad mystery on Halloween. Every householder is a
possible victim at Halloween as well as the child in
darkness ringing doorbells in strange circumstances.
America has enough crime within ordinary situations, with-
out adding fuel to inventive and wierd masked activities
at Halloween.
There should be no need to simplify the task...to aiding
and abetting criminal behavior. Halloween is an open
invitation for those of evil intent.
Break-ins are even easier, when the householder is not at
home, for the offender reasons "so you were not at
home to dispense the "treat"...you must therefor pay the
price of the "trick". The right is created to break open
the safe, to take the family silver, to steal an
unwitting child.
Girl Scouts this summer on a camp outing were kidnapped
and murdered. Children have been used in prostitutuion
and pornography. Householders have been molested and
victimized.
Year by year in Texas the practice of "trick-or-treating"
has diminished until it is now almost nil. However, the
ground gained should not be lost.
UNICEF is the cause for the door that is still open. We
do not object to the campaign or the cause...only the
method. Because of the nationwide aspect of it...we hold
headquarter sponsorship timing, not originating in Houston,
responsible.
There are 3^5 days in the year for solicitation. Using
children on Halloween is not a necessity for raising funds.
Adults have cringed in fear in the face of danger. Why
should children be burdened with an adult-size bill of
goods.
One day of Children's Choirs singing for UNICEF at Thanks-
giving or Christmas in well-lighted Shopping Centers with
proper supervision would be more profitable spiritually
and monetarily than a day of vandalizing and "trick-or-
treating" all along the way.
Thanksgiving and Christmas generates an attitude of loving
and giving. Halloween trickery promotes bribery and
bribery is not a heritage we wish to pass on to future
generations.
If national and local programmers on TV, radio, and the
advertising media can make a consecrated effort to slice
off the words "trick-or-treat" in the handling of script
material, perhaps the nation as a whole may enjoy a safer
and saner Halloween.
Yearly this writer has petitioned those in authority.
This is the first time Jimmy Carter has had the opportunity
to step positively in this direction.
Front page news stories dally remind John Q. Public, the
criminal is a constant harassment. The majority of the

OCT 30th - (Sunday) The CPC^s Annual OPEN HOUSE will
be held at the Dominican Diocosen Center,
6501 Almeda Rd. from 1:30 to 6 pm. Four
"big events" are planned which are still
open to interested participants. They are
the Children's Talent Show (Teenian Chu, 376-
2546, and Juliana Wang, 467-4358), the Chil-
dren's Art Contest(Li Yang, 772-0945), the
Baking Contest (Mae Chien, 495-5007), and
the Quiz Contest (William Der Bing, 481-2336)
In addition to these entertaining events one
can walk away with lots of unusual bargains
at the Annual White Elepant Sale which will
also be going on during the Open House.
CPC members are welcome to bring their entire
families and friends. Refreshments will be
served. A very short regular meeting will
also be held. Mr. Bing Ho (665-6665) is
coordinator for the event.

The public is aware of the dangers of Halloween. By
vocally expressing that "trick-or-treating" is hazardous
(like cigarettes) and to place emphasis away from this
prangster practice, President Carter has an opportunity to
win a favorable majority ..for this act would show his
concern for the private rights of individuals to protect
themselves and their property...and the human rights of
each person in these United States to preserve their own
general physical and psychological well-being. His wife
Rosalynn is an advocate of Mental Health. It would not
be contrary to her program or her purposes.

These are some of the people who would have good reason to
feel anxiety during Halloweens-
(1) The good citizens who have testified honestly in
court, would certainly not want the shadow of fear
trailing them for years, especially during a
criminal^ probation period.
(2) Reporters who have faithfully and truthfully
recorded the facts would not wish to cope with
revengeful characters, who would have preferred that
the truth be hidden.
(3) The police, the attorneys, the psychiatrists, who
daily deal with the twisted mind. They themselves
might be fearless, but repercussions could bounce
off on family members.
It is time to be rid of this useless habit entirely. There
is no need for this mode of Halloween observance...for
school activities, block parties, church socials, private
gatherings, adequately supply the occasion for the
remembrance of October 31st.
