Hon. Joe Ramon
Vice-President, Houston Lulac Council No. 60
3004 Bagby
Houston, Texas 77006
fni Dear Brother Ramon:
I have taken the liberty of writing this letter to you because
P you are an officer of Lulac, and you and I have the same regard for
Uj the good reputation, the aims, and purposes and the true meaning of
Lulac and what it's history and traditions mean and should mean to
it's loyal members.
I wish to protest to you in the name of Lulac and all of it's
rightful members both past, present and future, the treatment I
was subjected to, as Past National President of Lulac, at the Bar-
bara Jordan Function, October 12, 1975, at the Marriot Motor Hotel.
Some acts of bad taste, bad manners and slipshod planning can
be forgiven and explained, but there is no excuse for this incident.
The affair of which I have referrence to was very well attended;
the more reason why it should have been planned better, and why the
protocol of our organization should have been strictly observed.
Surely our organization (which has it's rules of protocol writ-
ten into our constitution and by-laws) and made available to every
member in booklet form, and after 46 years of continous existence,
made some provision for all of it's members regardless of rank.
Any rights, privileges or duties incumbent on that member are
strictly written out in our constituion. Regardless of who holds
the office, as long as that member is in good standing, protocol
and our constitution demand that such member be afforded those rights
and privileges, at any and all recognized Lulac functions that the
member may attend.
Any rights, privileges or duties involving then on such Lulac
member attending a Lulac meeting or function, is not because of
the station in life or personal status of the member, but must ex-
tend fully to the attending Lulac member or official, because any
and all recognition extended to the Lulac member is mandatory, and
due to the symbolic nature of the office which said member represents
or holds.
