ages of time the counselor should
spend for program balance as fol-
lows: 15%-25% guidance curricu-
lum, 25% -35% on responsive ser-
vices, 25 -35% on individual plan-
ning, 15%-20% on system support,
and 0% on non-guidance responsi-
bilities (TEA, 2004). Embracing
this battery of suggested time allo-
cations to ensure a comprehensive
developmental guidance and coun-
seling program for each domainlisted above is the Texas Education
Code (TEC) 61.1071:
"...a counselor shall provide
certain information about higher
education to a student and a stu-
dent's parent or guardian during
the first year the student is en-
rolled in a high school or at the
high school level in an open-
enrollment charter school and
again during the student's senior
year."
TEC Rule 61.1071 also provides
further details through two general
categories and spells out specific
guidelines for the high school
counselor to follow. These guide-
lines provide substance to the
growing need to inform students,
parents, and guardians of available
options for post high school educa-
tion and/or training. Counselor job
expectations, state certification
standards, and state statute direc-
tives appear to provide a clear map
for both counselors and adminis-
