2007 Miss Texas, Molly Hazlett At the Rotary meeting and throughout her four-day tour of local
schools, Hazlett emphasized the necessity of combatting drug and alcohol abuse and of boosting
reading skills for students. Another featured speaker was Ray Alexander, the longtime general
manager of KRGC-Channel Five, who discussed the pending transition to exclusively digital
television. Among the many Rotarians pictured above are Baldemar Garza, club president; and Javier
Margo, who was in charge of the program that day.

wastewater plant upgrades

April 3, the Rio Grande City
Board of Aldermen received an
update concerning progress on

SRF/Wastewater project, or the
project to increase the
capabilities of the current
wastewater plant.
City Administrator Juan
Zuniga explained, "We have
'been collectively working on
improving the wastewater plant.
The city has been allocated
$2.88 million for upgrades and
improvements to the plant."
Ruben Chapa of the Melden &
Hunt engineering firm indicated,
"I'll turn this over to our experts
on this project." One engineer
stressed, "I've focused on being
involved in water and
wastewater projects for 30 years,

clinic planned
April 26 in Roma
The Texas Department of
State Health Services will be
conducting an immunization
clinic tor all children and adults
jon Saturday. April 26 at the
Roma Community Center in
Roma

10 a.m to 3 p.m. on April 26.
The Roma Community Center is
located at 502 Sixth Street in
Roma
Services will not he denied
due to inability to pay. Medicaid
will be accepted or there is a

The engineer added. "These
funds were allocated by the
Texas Water Development
Board. These monies were
targeted toward collection
systems."
The engineer emphasized,
"For these funds to be released,
three hurdles need to be cleared:
(1) an engineering contract; (2)
an engineering feasibility report;
and (3) an environmental impact
report."
He commented, ' Four lift
stations are indicated as really
critical. I think it would be a
good idea to include the Valle
Rico subdivision."
Anoiher engineer contended,
"This will probably not be the
last project you'll need to do at
the wastewater plant. We're
focusing on immediate needs.
I'd like to show you at the plant
what we believe is needed. Odor
control is essential in our plans.
This will significantly impact
the odors coming off the plant."
Mayor Pro Tem Ruben O.
Villarreal suggested, "1 think it's
important to be realistic,
especially in terms of cost. In
Valle Rico, ihe septics are
frequently backing up for a lot
of the residents."
The engineer that first spoke
declared. "These four lift
stations are regarded as
especially needed."
Late in the meeting, the
aldermen voted to approve the
contract with Rio Delta
Engineering, Inc. for consulting
engineering services as
recommended.
Zuniga explained, "You
previously authorized that we
negotiate with Rio Delta. It's the
same contract we had with the
previous engineer, including the
30-day notice of termination."
The aldermen approved a
proclamation honoring Ihe late

3 rabies clinics planned
in Roma-Los Saenz area
Three rabies clinics are
planned in the Roma area during
the next week to give pet owners
the opportunity to vaccinate
their animals against the deadly
virus.

At their weekly luncheon on
Fr.day, April 4, the Rio Grande
City Rotary Club heard the 2007
Miss Texas emphasize the
importance of all-out opposition
to drug and alcohol abuse, as
well as the need to maximize
reading skills for youngsters.
The Rotary luncheon, held at
the Telemundo building during
the noon hour, also featured
remarks by KRGV-TV, Channel
Five General Manager Ray
Alexander about the
government-mandated transition
from analog to digital television
in February 2009.
Molly Hazlett, the reigning
Miss Texas, is a 21-year-old
native of Centerville, Texas,
located in East Central Texas
between Dallas and Houston.
She is a junior at Sam Houston
State University in Huntsville,
Texas. She represented the city
of Longview at the 2007 Miss
Texas Pageant.
In introducing Hazlett,
Adelina G. Villarreal, Assistant
to Rio Grande City CISD
Federal Proerams, noted, "Molly
came to the secondary schools
as part of the Reading is
Fundamental program. One of
her focuses is the Drug and
Alcohol Awareness program."'
Villarreal added, "She worked
in her hometown to help provide
reliel supplies for Hurricane
Katrina victims. She has spoken
to over 100,000 people in Texas
this year."
Hazlett told the Rotarians, "I
was honored as Miss Texas last
July. I had no idea as to all that
would entail. Perhaps Miss
Texas' main role is to speak at
schools."
She emphasized, "I am
passionate about alcohol
awareness because alcohol
abuse is the number one killer of
Americans. I lost four friends to
a drunk driver when I was in the
fifth grade."
Hazlett stressed that Rio
Grande City CISD students
"have been the most attentive
and respectful I've spoken to. I
wish all the school districts
guided their students the way
you do."
Miss Texas concluded, "Every
day is a new day where you
make a first impression on
someone."
During her four-day tour of
local schools from Monday,
March 31 through Friday, April
4, Hazlett visited the following
facilities: Rio Grande City High
School, Veterans Middle
School, Immaculate Conception
School, Grulla Middle School,
Alternative Center, Ringgold
Middle School, and Juvenile
Detention Center.
During her visit, Hazlett
helped district librarians share
their message of Reading is
Fundamental while preparing
and motivating students to read.
Molly is currently working on
her Mass Communications
degree at Sam Houston State
University and aspires to be the
host of a nationally syndicated
television show. She graduated
from Centerville High School
and also attended Navarro
College.
She has served as a Hurricane
Katrina relief coordinator in her

Grulla shows rise in February
2008 sales tax rebates
On Friday, Feb. 8, State
Comptroller Susan Combs
delivered monthly sales tax
rebates to 1132 cities and 123
counties, with Grulla recording
an increase from the February
2007 sales tax rebates while Rio
Grande City and Roma
registered small-to-moderate
decreases.
The City of Rio Grande City's
February 2008 rebate check of
$362,558.89 is 3.03 percent
lower than the February 2007
rebate check of $373,917.67.
For the first two months of
2008, Rio Grande City has
received $621,504.05 in rebate
checks, a decrease of 1.39
percent from the $630,292.35
received during the same
reporting period of 2007.
The City of Roma's February
2008 rebate check of
$1 15,471.90 is 10.45 percent
lower th in the February 2007
rebate check of $128,955.51.
Thus far in 2008, Roma has
received $189,836.33 in rebate
checks, a decrease of 9.21
percent from the $209,107.93
received during the same
reporting period of 2007.
The City of Grulla received a
February 2008 rebate check of
$1081.38, an increase of 18.52
percent from the February 2007
rebate check of $912.40. For
2008 to date, Grulla has
received $2090.24 in rebate
checks, an increase of 12.29
percent from the $1861.45
received during the same
reporting period of 2007.
The City of Escobares
received its ninth ever rebate
check, with its February 2008
allocation amounting to
$4363.02. Thus far in 2008,
Escobares has received
$8865.63 in rebate checks
On Feb. 8, Comptroller Combs
delivered $472 0_million in
montnly sales tax payments to
1132 Texas cities and 123
counties, an increase of 4.9
percent from the $450.1 million
allocated in February 2007.
January sales tax rebates
include local sales taxes
collected in December and
reported to the Comptroller in
January by monthly tax filers,
and October, November and
December sales taxes reported
to the Comptroller in January by
quarterly tax filers.
January state sales tax revenue
is also based on sales that
occurred in December.

recommended that she enter an essay contest The Veterans of Foreign Wars organization held an
essa\ contest tor students in which they would honor American Veterans Rios placed eighth out of
5,000 students that participated statewide Her essay entitled "Voice of Democracy" was well received
and was awarded $1950 in prize monev Ihe Rio Grande City High School administrators, teachers
