neering Plan and Environmental
Information Document, and has
applied to the lexas Water Devel-
opment Board (TWDB) under Sec
tion 17 933 of the Texas Water
Code for financial assistance for
the project
I he proposed project will rehabili-
tate. improve and increase the wa-
ter distribution It also will build a
new sewer system, lift stations and
wastewater treatment plant to serve
the corporation's residents and
eliminate sanitation problems
noted by the iexus Health Depart
nient.
At present, there are four alterna
tives for the project I) No Action
2) Sewer system plans to incorpo-
rate all areas of the Water Supply
Corporation which are eligible and
ineligible for EDAP giant assis-
tance; 3) Sewer system plans r
incorporate only the I DAP eligi-
ble areas, and. 4) Sewer system
plans to incorporate all EDAP eli-
gible and ineligible areas with
possible additional financial assis-
tance from the North \merican

the project, Rio WSC seeks
$6,315,200 in TWDB financial
assistance consisting of
$4,396,200 grant for EDAP eligi-
ble project elements and
$1 "19,000 as an EDAP loan for
ineligible elements.
This grant and loan financing will
result in changes to the current
monthly bills to residential cus-
tomers, including connection fees
(depending on the individual area
of service), taxes, surcharges, and
other fees associated with water
and sewer system Operations and
Maintenance Costs.
Based upon grant assistance and
loan financing, the current User
Charge Analvsis estimates t at the
Average Bill for Water Service
will be between $19 and $23 per
month, depending upon financing
