Cantu, Farias named MVP
at Fall Athletic Banquet
Henry Cantu and Maime Farias
were named Most Valuable Players
for football and volleyball,
Respectively, at the annual Rio
Grande City High School Fall
Banquet to honor athletes.
Cantu, who was named to the
All-District 31-5A 1st team at
receiver, was given the award by
bead coach John C. Lerma.
Cantu caught 32 passes for more
than 600 yards last year's in the
fcRattlers 3-7 season, which included
the first official overtime game in
Texas history.
Farias, a 6-foot senior hitter -
blocker who anchored the Lady
Rattlers volleyball team, received
her award as head coach Shannon
Lynch, assistant coach Ivan Pefia
and junior varsity coach Cynthia
Bustamante watched in pleasure.
Farias was a dynamic, steady and
solid player in the Rattlers front
line who was named 1st team
middle blocker for the All-District
Free rabies clinic
Saturday in RGC
The series of rabies clinics
throughout Starr County will
continue during the upcoming week
Veterinarian Dr. Roberto S.
Margo emphasizes that it is
important for all pet owners to keep
the vaccination of their pets up to
date on an annual basis, especially
since more than 110 confirmed
cases of rabies have taken place
since September 1988.
The following clinics will lake
place in the coming week:
THURSDAY, FEB. 13- San
Isidro, Mini-Gym, 5 to 6 p.m.
SATURDAY, FEB. 15- Rio
Grande City, in "El Quiosco" area
in front of Texas State Bank, 9
a.m. to 1 p.m. This is a FREE
clinic.
MONDAY, FEB. 17- El Sauz,
Benito Perez Store, 5 to 6 p.m.
TUESDAY, FEB. 18- El
Garceno, Silver Mine, 5 to 6 p.m.
WEDNESDAY, FEB. 19-
Escobares, front of Catholic
Church, 5 to 6 p.m.

31-5A Volleyball Team.
Some 200 athletes, coaches,
cheerleaders and parents were on
hand for the annual event held in
the Multi-purpose Center Main
Hall.
The banquet featured three main
speakers: Donna Benton, Alex
Medina and Oscar Ozuna, a Rio
Grande City High alumni now at
Texas A&M-Kingsville.
Ozuna, an all-district football
player at Rio, said the inside of an
athlete was more important than
the outside.
"Without heart," he said, you
won't do well. "You must have
heart, and that's what I hope to see
in this Rio Grande City Rattlers
team next year."
Benton, a graduate of Seguin
High School and now a successful
businesswoman, advised the
Rattlers to seek a good education
based on the discipline learned in
sports.
"Because of foundation in
athletics and the education I
received, I have so much to be
thankful for," she said. "1
challenge you to make high school
athletics your foundation."

RGCCISD qualifies six teams
for Odyssey of Mind regionals
Six teams from the Rio Grande
i City Consolidated Independent
School District qualified for the
South Texas Regional Odyssey of
the Mind Competition on
Saturday.
Four teams won first place in
their respective categories, while-
two others were runnersup.
Only one team from Rio Grande
! City failed to qualify during the
first-ever South Texas Sub-
Regional Competition help at Fort
Ringgold.
The four first-place qualifiers for
the regional meet, which is on
Feb. 22 in Brownsville, an;
Ringgold Elementary School
(Heroic Proportions, Division I),
Rio Grande City High School
(Omerdroid, Division III),
1 Ringgold Elementary School
(Omerdroid, Division I) and
Ringgold Elementary School
(Classics-Can You Dig
It?,Division I).
The two second-place teams arc
Ringgold Middle School (Classics-
Can You Dig It'.', Division II) ami
Rio Grande City High School
! (Classics-Can You Dig It?,
Division III).
Only the top one-third or a
minimum of three teams qualitied
for regional in each of three
divisions in five categories.
One-hundred-fifteen teams
represented by 805 students from
schools throughout the Valley
competed in the one-day event.
The teams were guided by nearly
250 coaches who handle the
students and help them. An
additional 100 judges will be on
hand to rate the teams during
competition.
Division I includes students in
kindergarten-6th grade; Division II
is 7th-8lh grade; and Division III is
for high school students.
They compete din five
categories: Double Trouble, Heroic
Proportions, Classics-Can You
Dig It?, Balloonacy Cars and
Omerdroid.
Competition took place at sites
all on Fort Ringgold: Rio Grande
City High School, the high school
and middle school band halls and
gyms, Multi-purpose Center and
the Fort Ringgold Auditorium.

Precinct One Park
Board appointed
The Precinct One Parks and
Recreation Board has been
appointed by Precinct One County
Commissioner Jose Maria "Chcma"
Alvarez.
The board is planning U) have the
Little League Park in operation for
this year's Little League season.
Mr. Red Gonzalez, CPL
Representative, and the CPL
company will provide for the
lighting system. The Park Board
Man charged with
shooting at bus
A 20-year-old Los Morenos
resident has been charged with
deadly conduct with a weapon in
connection with the Firing of rifle
shots at a tour bus in the Garceno
area on Tuesday afternoon, Feb. 4.
Rogelio Herrera, Jr., was arrested
without incident at his home on
Friday, Feb. 7, three days after the
episode. He was charged with deadly
conduct with a weapon. Bond was
set at $250,000 by Justice of the
Peace Jaime Alvarez. Sheriff Gene
Falcon said, "We were able to get a
written confession from him
(Herrera)."
On Feb. 4 at approximately 3:30
p.m., the Sheriffs Department was
informed that rifle shots had been
fired at a tour bus. Lawrence
Waterson, bus driver for Kraft
Tours Corp. of Tulsa, Oklahoma,
reported that the bus that he was
driving was moving eastbound on
U.S. 83 just west of the FM 649
intersection when a passenger
informed him that a shot had been
fired at the bus.
The Sheriff's Department
indicated that the bus was hit once
on one of the left side windows.
Three passengers suffered slight
injuries due to shattered glass. A
Starr County Memorial Hospital
EMS Unit arrived and treated
passengers at the scene.
Sheriff's Department
investigators were able to obtain
information about a possible
suspect. An arrest warrant was
issued for Herrera by Justice of the
Peace Jose Adan Garcia.
Sheriff Falcon indicated, "A .22
caliber rifle was recovered from

Aldermen announce future
closure of north gate of park

At the regular monthly meeting
of the Rio Grande City Board of
Aldermen on Thursday night, Feb.
6, it was announced that the north
gate of Fort Ringgold Park will be
permanently closed to thru traffic
effective March 1 except for
emergency personnel and those
attending LitUe League games.
Alderman Ricardo Gutierrez said,
"The difference in the park now and
in the past is like night and day."
He emphasized that the park's
appearance has greatly improved as
a result of a joint cleanup effort
carried out by the city's Public
Works Department and the office
and workers of Precinct Four
County Commissioner Abel N.
Gonzalez, Jr.
Gutierrez emphasized, "The gate
on the north side will be closed
permanendy to thru traffic effective
March 1. The gate will be open
only for Little League games. There
will be two walkway gates. We're
permanently closing the gate to
stop the thru traffic from going
through."
Gutierrez commented, "The park
needs to be used as a park...Some
new barbecue pits are going in.
New red dirt and grass (for the
baseball fields) ave been brought in
from the Poteet area."
City Administrator Jose
Escamilla noted, "The gate will be
left open for law enforcement and
emergency personnel."
Elisa Barrera, the county's
Federal/State Programs
Coordinator, gave a status report on
Empowerment Zone projects. She
said, "The subcommittee on the
Los Otmos Project came into
review proposals for appraisals. The
recommendation is to go with
Appraisals-R-Us." She rioted that
the County Commissioners will
decide whether or not to approve
that recommendation.
Barrera indicated, "There is a
suggestion of consolidation of
some parcels. The surveyor is now
in the El Sauz area. The appraisal
will begin in the Rio Grande City
area. Most parcels in this area are
ready to begin...It's important that
people accompany appraisers when
Longoria named
Executive Director
The Board of Directors of the Rio
Grande City Boys and Girls Club
has hired Jaime R. Longoria to fill
the position of Executive Director
for the newly formed agency.
According to Board President
Rolando De Pau, Jaime was hired
after a thorough search of candidates
from as far away as San Antonio.
He aded, "Jaime demonstrated a
working knowledge of the Boys and
Girls Club together with a wide
variety of fund raising and
managerial experience."
Mr. Longoria served as Assistant
Director for the Mission Club and
also served as Community
Coordinator for the Texas Youth
Commission.
Contacted at his newly formed
office, Jaime pointed out that he is
very excited about the opportunity
to serve the youth of Starr County.
"This is an area that is undergoing
rapid change and the local
community leaders have decided that
youth arc a definite priority," he
continued. "This will make my
work here a real pleasure."

"The trip to the Pecos Juvenile
Detention Center proved quite
beneficial. Final plans (for the local
Juvenile Detention Center) will be
presented on March 10)."
Barrera noted, "Alderman Margo
will give a status report to the
commissioners about the library on
Monday...We have looked at
different grant possibilities for the
library. One option is to enhance
the Multipurpose Activity Center."
Later in the meenng the
aldermen approved the
Supplemental Watershed and
Agreement Plan No. 1 adding the
City of Rio Grande City as a local

Gov. Bush sets
March 15 as
election date
Texas Governor George Bush has
proclaimed that March 15 will be
the date of the special elec.'on for
the 28th Congressional District to
fill the seat that is now vacant after
the recent death of Congressman
Frank Tejeda.
May 3 is the next uniform
election date, but the governor does
have power to declare an emergency
and set an earlier election date.
Bush declared an emergency,
noting that "the 105th Congress is
currently in session and the
constituents of the 28th
Congressional District will be
without representation for
approximately four months if the
election, canvass and potential
runoff are delayed until the next
uniform election day."
Congressman Tejeda, a San
Antonio native who was first

expresses fervent thanks to them for
their support. The board also
wishes to express gratitude to Mr.
Romeo Alvarez for donating the
topsoil for this Liulc League field.
