Garden Club Interested
In Bird Sanctuaries
Silver-Haired Legislator
Deadline Set
The regular meeting of the Rio
Grande City Garden Club was held
Thursday, Feb. 8 in the home of
Mrs. Benilde Villarreal.
The meeting was callcd to order
by the president, Mrs. Lucille J.
Garza. Roll call was taken with all
members piresent and guest Mrs.
Clara Villarreal.
Mrs. Eulalio Carrcra informed the
club members on upcoming area
and slate conventions.
The program was also conducted
by the gracious hostess, Mrs.
Beniklc Villarreal. She began with
the theme Every Garden Should Be
a Bird Sanctuary." She said that
there arc three ways to form bird
sanctuaries; (1) city wide; (2) public
places; (3) series of sanctuaries in
the gardens of club members.
A sanctuary for birds may be as
small as a garden in a city or
encompass an area as large as a
whole city. Whatever the size, the
birds need food, water, nesting
places and protection from
predators.
A handmade poster illustrating all
types was exhibited. Bird
sanctuaries also provide another
gratifying experience in bird
watching. Mrs. Benilde Villarrcal,
an avid bird watcher, passed around
pictures of birds that have visited
her garden.
As an added attraction, club
members visited her bird aviary in
her backyard next to the Rio Grande
River. Refreshments were served by
Mrs. Benilde Villarrcal. Members
were then delighted when the
hostess held a drawing for four
lovely parakeets to fit in with the
program bird sanctuaries.
The program director, Mrs.
Villarrcal, and the Garden Club
president, Mrs. Lucille J. Garza,
encouraged the establishment of
bird sanctuaries as a conservation
effort recommended by the National
Council of Suite Garden Clubs and
Texas Garden Clubs, Inc., terming
this a conservation effort that needs
to be stressed in every Garden Club.

An Open Letter
To Tissa Peterson
In the 3rd century B.C., the courtiers
of the royal court in China were re-
quired to carry doves in their mouths
in order to sweeten their breath
when addressing the emperor
The 1989 school year has been an
activc one. As one visits the
different campuses and offices you
notice the rededication to education.
I believe that the key to this
activity is the leadership that is
being cxercised by the campus
principals, teachers, aides, and all
the supportive services. Also
providing support is the
Superintendent, Dr. Lcobardo Cano,
the Assistant Superintendent for
Curriculum and Instruction, Mr.
Efrain H. Garcia, the Assistant
Superintendent for Finance, Mr.
Romeo Lopez and the Director of
Personnel, Mr. Gilbcrto Garcia.
The theme "All students will
learn" has been a great boon to the
teachers and students, the
supportive and ancillary staff.
The addition of personnel for
elementary and secondary education
and a director for effective schools
has aided in the effort to make the
Rio Grande City Schools truly
effective schools. Mrs. Josie
Guerra, Director of Elementary
Education; Mr. Walter Watson,
Director of Secondary Education and
Mr. J.M. Longoria, Director for
Sewing Club Meets
Mrs. A.V. Peterson entertained
the members of the Sewing Club at
her home Friday afternoon.
During the afternoon a salad
course and coffee was served the
members and guest, Mrs, Stella
Rusk
Effective Schools, have been
monitoring the six areas that are
necessary to produce effective
schools.
Committees have been organized
at the 10 different schools to review
the individual campus plans and to
see that the goals and objectives are
being implemented.
The next "Inside Rattler Country"
newsletter will detail more of the
activities of the Office of
Curriculum and Instruction.
