Starr County residents and especially the migrant population of
Starr County can rightfully be proud of their County Judge Dr.
Mario E. Ramirez.
As many of you may know by now Dr Ramirez has "many-irons
in the fire," he's our county judge, vice-chairman of the South
Texas Council of Governments in Laredo, active member of many
medical organizations, Vice-Chairman of the National Committee
on Health Care for the Poor and many other pre-occupations that
have helped Starr County in one way or another.
He has never asked me and did not ask me to write this bit, but 1
think it's high time some of you knew at least one part of his life
that is little known.
Last week Dr. Ramirez was invited to testify before the com
mittee on Public Health Care and Environment of the house
committee on Interstate Health Care in Washington
A bill introduced in congress by some congressman drew Dr.
Ramirez' attention because it left out what Ramirez and several
other doctors have been trying to get for the migrant population for
sometime Health Insurance . provided by the government.
He presented the committee with the AMA's Medicredit
proposal The proposal is a viable solution to the financing of
migrant health care services from the national level. Dr. Ramirez
feels that the government will be providing health care insurance
for Americans sooner or later and he feels strongly that such a
service and insurance should be provided for the migrant now
The Health Insurance plan for migrants is to insure and assure
migrants of quality care, both inpatient and out-patient services.
The policy would cover the migrant where ever he goes and
would be similar to the iasuranee provided to service men
On Saturday, Ramirez attended and participated in the con
ference on Health Care Financing of the Council on Medical Ser-
vices of the AMA in New Orleans and proposed the idea of the
Migrant Health Care Insurance. The AMA endorsed the proposal
and has informed congress of 'he endorsement
If the bill is approved rr if the service to migrant families is
provided by the government through other means our local
migrant families could well be in for some great and much needed
help
The migrant health care insurance would give the migrant
family a health care which he would present at any hospital or
medical service facility and be provided with top-notch, in-the-
hospital or out-patient health care for his family.

Week schedule
released
The week of March 4th through March 8th, 1974. has been
proclaimed as Texas Public School Week by Governor Dolph
Briscoe, according to S P. Cowan, Superintent of Schools, who is
extending a general invitation to the parents, patrons and friends of
the schools to visit the many facilities of the Rio Grande City Public
Schools.
According to Superintendet Cowan. Open House will be held in
each school according to the following schedule:
Monday March4th Ringgold Primary School 1:30 to.5:.i0 p.m.
RGC High School 7:00p.m
Tuesday - March 5th Guerra Elementary
2:00 to3:30p m
Wednesday--March6th Ringgold Intermediate 1:30 to3:30p.m.
North Grammar School L30to3:30p.m.
Thursday-March7th Grulla Primary School 9:30to 11:30a.m.
Grulla Elementary 1:30 to3:30p.m.
Ringgold Elemtnary 7:00p.m

Board of trustees meeting in
their regular session approved
the election order for the
trustee election scheduled for
April, heard an extensive report
from construction foreman
Gilbert Ochoa on the cost
overrun of the auditorium and
grinded through a long agenda.
The meeting opened with the
approval of the minutes and
prior to the executive session
the board heard a presentation
from two representatives from
the firm of Prichard and Ab-
bott The firm does tax ad
valorum appraising Prichard
and Abbott the board was told
has done extensive work in this
field and has had 48 years ex-
perience The representatives
of the firm explain their work to
the board and told the trustees
that they were willing to work
lor the school district and
handle their tax evaluations
The board has considered a
change of firms due to their
dissatisfaction with the
Thos V Pickett Company. The
board has contended that the
Pickett company does not at-
tend meetings of the evaluation
board and has not kept the
boi.rd informed on details
needed on the taxing by the
district Prichard and Abbott
turned in a contract to the board
which was taken under ad-
visement
The board heard a letter read
from Attorney Frank Randal
Nye requesting that the board
of trustees re-instate the West
Grammar School as a polling
place The board has in the past
eliminated the polling place and
centralized the polling place for
voting precincts one, two and
three to the Multi-Purpose
Center on the school campus
The board did not publicly
reject the request from Nye, but
approved the election order
which did not include the West
Grammar School as a polling
place.
The board appointed the
Multi-Purpose Center, La Union
School and La Grulla School as
polling places. The MPC will be
for voting precincts 1, 2 and 3.
La Union will be for voting
precinct 8 and La Grulla
Elementary will be for voting
precinct 9
Ernesto Vela, Arturo Cruz
and Israel Ybarra will be
presiding judges for three
voting centers, respectively and
Romeo Lopez, Fidel Garza and
Gumercindo Zambrano will be
their assistants

distinguished students at two
universities.
Jose Alejandro was named
distinguished honor student and
also placed on the dean's list of
honor students at Harvard in
Cambridge, Mass, where he is a
freshman pre-medical science
student Salinas had a 3 987
average out of a possible 4.0.
Felipe Ca. Salinas was named
honor student and placed on the
deans list at Texas A&M
University, where he is a third
year chemical engineering
student
Both boys are graduates of
Roma High School.

Herald moves...
The Rio Grande City Herald has moved to a new office location.
The new address is 311 West Main Street here in Rio Grande
City.
The office is located between the legal offices of the Texas
Rural Legal Aid office and G&S Insurance Agency in front of the
Singer Sewing Machine Center.
The Herald office is open from !t a.m. to 6 p.m. every day ex-
cept Wednesday. The office is closed on Wednesday due to
publication date.
A "news Box" has been provided on the front door of our new
office which will give one the opportunity to leave news
items, photographs or messages in case the office is closed.
"We ask that absolutely nothing be left in the care of our next
door neighbors as we do not want our customers or news feeders
to infringe on their work," Raul Trejo said.
