total time served as a member of the
House, which service need not be con-
secutive. In the absence of both the
Chairman and the Vice Chairman of
a committee, the senior member pre-
sent shall act as Chairman.
Section 5. No member shall serve
concurrently on more than three stand-
ing committees, and no member shall
serve concurrently on more than one
of the following committees: Ap-
propriations, Judiciary, Revenue and
Taxation, and State Affairs. The
Chairman of the Appropriations Com-
mittee shall not serve concurrently on
any other standing committee. Chair-
men of all other standing committees
shall serve concurrently on only one
other standing committee.
Section 6. Should a vacancy occur
on a standing committee subsequent
to its organization, the Speaker shall
appoint an eligible member to fill
such vacancy.
Section 7. As soon as practicable
after standing committees are con-
stituted and organized, the Committee
on House Administration shall pro-
mulgate a schedule for regular meet-
ings of all standing committees. The
schedule shall be published in the
House Journal and posted in a con-
venient and conspicuous place near the
entrance of the House.
Section 8. The Rules of Procedure
of the House of Representatives, and
to the extent applicable, the rules of
evidence and procedure in the civil
courts of Texas, shall govern the
hearings and operations of each
standing committee. Subject to the
foregoing, and to the extent neces-
sary for orderly transaction of busi-
ness, each standing committee may
promulgate and adopt additional rules
and procedures by which it will func-
tion.
Section 9. The Chairman of each
standing committee shall be charged
with the responsibility for the effec-
tive conduct of the business of such
committee. He shall appoint all sub-
committees and determine the num-
ber of members to serve on each sub-
committee. He shall schedule the work
of the committee and determine the
order in which the committee shall
consider and act upon various bills,
resolutions and other matters re-
ferred to the committee. He shallhave authority to employ and dis-
charge such staff and employees as
are authorized for this committee,
and shall have supervision and control
over all such staff and employees. All
committee reports shall be prepared
under his direction and no committee
report shall be official until signed
by the Chairman of the Committee,
or by the person acting as Chairman.
He shall determine the necessity for
public hearings, schedule same at his
discretion, and post or cause to be
posted the notice thereof required by
these rules. He shall preside at all
meetings of the Committee and shall
control its deliberations and activities
in accordance with acceptable par-
liamentary procedure.
Section 10. No standing committee,
or subcommittee, shall meet during
the time the House is in Session with-
out permission being given by a ma-
jority vote of the House, except that
the Committee on Rules is authorized
to meet at any time.
Section 11. A majority of a com-
mittee shall constitute a quorum. No
action or recommendation of a com-
mittee shall be valid unless taken at
a formal meeting with a quorum
actually present. No committee report
shall be made to the House unless
ordered by a majority of such quorum
in committee assembled, except as
otherwise provided in these rules, and
a quorum of the committee must be
present when the vote is taken on
reporting a bill or resolution or on tak-
ing any other formal action within
the authority of the committee. Prox-
ies cannot be used in committees.
Section 12. Formal hearings by a
committee or a subcommittee on a
bill or resolution shall be open to the
public unless otherwise determined by
the Chairman with the approval of the
committee. Each committee shall de-
termine the extent to which it will
permit live or recorded coverage of its
meetings by radio and television.
Section 13. The Chairman, or the
member acting as Chairman, shall
keep or cause to be kept a complete
record of the proceedings in commit-
tee. This record shall show the time
and place of each meeting of the com-
mittee, the attendance of committee
members, and an accurate record of
all votes taken. This record shall also
