scriber does not take his paper from
the office ; and state the reason for
its not being takyn, and a neglect to
do so makes the postmaster responsi-
ble to the publisher for the payment.

or whether he lias subscribed or not,
is responsible for th- pay.

discontinued he must pay all arrears
