appropriated and provided for its administration; the fact that
said Division has authority under the law and could place in
good homes of this State many of the dependent children now
in State institutions, thereby assisting said children and relieving
the State of many of its child-wards, should appropriations
for its operation be provided; also the fact that said Act
repealed a former Act which imposed on the State Health Department
certain important duties and functions vitally affecting
the welfare of certain dependent children in this State
and which duties have heretofore been performed by the Health
Department, and also placed those duties in said Division of
Child Welfare; the further fact that said Chapter 194 also
charges said Board of Control with the duty of investigating
and recommending to the Secretary of State whether applications
for charters permitting applicants and their associates
to engage in certain welfare activities shall be granted; and the
further fact that the present financial depression and unemployment
'situation have caused many children in this State undue
suffering, and they are being deprived of the wholesome
necessities affecting their health, education and moral training;
and that such facts create an emergency and an imperative
public necessity that the Constitutional Rule requiring bills to be
read on three several days in each House be suspended and said
rule is hereby suspended and that this Act shall take effect and
be enforced from and after its passage, and it is so enacted.
