the per diem of officers and employees of the Second Called
Session of the Forty-third Legislature.
SEC. 2. That the certificate of the Secretary of the Senate
approved by the President of the Senate, or the certificate of
the Chief Clerk of the House of Representatives approved by
the Speaker threof, shall be sufficient evidence to the Comptroller
upon which to audit the claims for mileage and per diem
of members and the salaries and per diem of officers and employees
of the Second Called Session of the Forty-third Legislature,
and he shall issue the necessary warrants for same
upon the Treasury of the State of Texas.
SEC. 3. That the certificate of the Chairman of the Committee
on Contingent Expenses of the Senate, approved by the
President of the Senate, or the certificate of the Chairman of
the Committee on Contingent Expenses of the House of Representatives,
approved by the Speaker of the House, as the
case may be, shall be sufficient authority to the Comptroller to
issue warrants upon the Treasury of the State of Texas for
the payment of accounts for Contingent Expenses for either
House.
SEC. 4. Providing, however, that all moneys appropriated
in this bill, the record of it shall be made available for public
inspection the same as any other public record in this State,
and each branch. The Senate and House shall each publish an
itemized account of expenditure in its own Journal.
SEC. 5. The fact that the Second Called Session of the
Forty-third Legislature of the State of Texas is now in session,
and public policy requires that the appropriation made by this
Act shall be made immediately available, creates an emergency
and an imperative public necessity that the Constitutional Rule
requiring bills to be read on three several days in each House
be suspended and said rule is hereby suspended, and that this
Act shall take effect and be in force from and after its passage,
and it is so enacted.

by a vote of 28 yeas, 0 nays; passed the House, February 27,
1934, by a vote of 124 yeas, 3 nays.]
