APPROPRIATION FOR STATE PRISON SYSTEM.
H. B. No. 39.] CHAPTER 7.
An Act making an emergency appropriation of money for the Penitentiary
System located at Huntsville, Texas; providing the purposes thereof, the
means and manner of expenditure, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. There is hereby appropriated out of the General
Fund in the State Treasury not otherwise appropriated, to cover
an emergency appropriation for the State Prison System at
Huntsville, Texas, in the amount of Three Thousand Dollars
($3,000.00) or so much thereof as may be necessary. Said appropriation
is made for the purpose of aiding the City of
Huntsville, and the C. W. A. in the financing of the construction
of paving around the Penitentiary at Huntsville, Texas.
SEC. 2. This appropriation, however, is made subject to the
condition that the Commission of the State Prison System shall
have charge of such construction and expenditure of the sum
of money hereby and herein appropriated to said institution.
SEC. 3. The fact that an imperative necessity exists for paving
the premises in and around the Penitentiary System at
Huntsville, Texas, creates an emergency and an imperative public
necessity requiring the suspension of the Constitutional
Rule that bills be read on three several days in each House, and
said Rule is hereby suspended, and this Act shall take effect and
be in force from and after its passage, and it is so enacted.
[NOTE.-H. B. No. 39 passed the House, February 14, 1934,
by a vote of 80 yeas, 38 nays; passed the Senate, February 19,
1934, by a vote of 29 yeas, 1 nay.]
