tory animals in said Counties shall be paid by warrant drawn
upon the General Fund of the County by the Judge of such
County on the filing with him of such proof as the Commissioners'
Court may require."
SEC. 2. The fact that there is now no law in certain Counties
herein enumerated to pay a bounty on predatory animals
creates an emergency and an imperative public necessity, demanding
that the Constitutional Rule that all bills be read on
three several days in each House, be suspended, and that said
Rule is hereby suspended, and that this Act shall take effect
and be in force from and after date of its passage, and it is
so enacted.
Effective 20 days after adjournment.

PURCHASE OF LAND FROM STATE BY NAVIGATION
DISTRICTS.
H. B. No. 92.] CHAPTER 27.
An Act to amend Article 8225 of Chapter 9, Title 128, Revised Civil Statutes
of 1925, so as to provide for the purchase by Navigation Districts
from the State of Texas of any lands and flats belonging to said State
covered or partly covered by the waters of the bays or other arms of
the sea within said District, authorizing the Commissioner of the General
Land Office to sell said lands at a price of One Dollar ($1.00) per
acre, providing application and the issuance of patents and the disposition
of the proceeds of said sale; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Article 8225 of Chapter 9, Title 128, of the
Revised Civil Statutes of 1925, be amended so that the same
shall hereafter be and read as follows:
"Article 8225. The Commissioners are empowered to caquire
the necessary right of way and property of any kind for
all necessary improvements contemplated by this title by gift,
grant, purchase of condemnation proceedings. Any NavWT;ation
District heretofore or hereafter organized under this title or
any General Law under which said subdivisions may be created
shall have the right to purchase from the State of Texas
any lands and flats belonging to said State, covered or partly
covered by the waters of any of the bays or other arms of the
sea within said District, to be used by said District for the
purposes authorized by law with the right to dredge out or
to fill in and reclaim said lands or otherwise improve the same;
and the Commissioner of the General Land Office is hereby
