tion work of such waterway and canal from the Mississippi
River to Galveston Bay, and will make an additional allotment
of $2,000,000.00 for the fiscal year beginning July 1, 1927, and
the fact that no contracts for the construction can be let under
the law of the United States until all of the rights-of-way and
necessary dumping privileges from the Mississippi River to
Galveston Bay have been obtained and conveyed to the United
States, and the fact that much time will be necessary after this
Act becomes effective, in carrying out its provisions, and the
holding of elections hereunder, before said right-of-way and
necessary dumping privileges can be obtained and so conveyed
to the United States, and the fact that the securing of the right-of-way
and necessary dumping privileges from Galveston Bay
to Corpus Christi at this time will greatly expedite the completion
of said canal to Corpus Christi, creates an emergency and
imperative public necessity that the Constitutional rule requiring
that bills be read on three several days be suspended, and
that this Act take effect from and after its passage, and it is
.so enacted.

CREATING EIGHTY-FOURTH.
H. B. No. 52.] CHAPTER 42.
-An Act creating the 84th Judicial District composed of the qame counties
composing the 31st Judicial District; prescribing the time for the holding
of terms of court in said district in the various counties composing
same, providing for a district judge and a district attorney for said
district, providing that the a district clerk in each county in the 31st
Judicial District shall also Act as the district clerk in each county in
the 84th Judicial District, prescribing the jurisdiction of the district
courts in the 31st and the 84th Judicial Districts, providing for the
transfer of cases as between the 31st and the 84th Judicial District,
making proper provisions in reference to orders, papers, records, process
and writs, bonds and recognizances where such transfers are made,
providing for district attorneys in the two said districts assisting each
other in the performance of their duties, enacting the proper provisions
relative to the 31st Judicial District in order to conform the same and
the law relative thereto to the purposes and provisions of this Act,
making proper provisions for the time of holding court in the various
counties of the 31st Judicial District, enacting the necessary provisions
incident to the main purposes and subject of the Act, providing for the
expiration of this Act in so far as it pertains to the 84th Judicial District,
and thereupon the transfer of cases, matters and things to the
31st Judicial District Court, providing that no grand jury nor petit jury
shall be drawn in certain counties of the 84th Judicial District and in
certain counties of the 31st Judicial District, and declaring an emergency.
SECTION 1. The 31st Judicial District of the State of Texas
