north to the southeast corner of the W. L. Green Survey; thence
west to the Hardin and Liberty County lines; thence in a southerly
direction with said county boundary lines to the place of
beginning.
SEC. 2. The management and control of the public free
schools of the said Batson Independent School District is hereby
vested in a board of trustees composed of five members,
resident citizens and qualified voters in said district. The said
independent district, as created by this Act, shall have and exercise
and is hereby vested with all of the rights, powers, privileges
and duties of a town incorporated under the General
Laws of this State for free school purposes only. And the
board of trustees of the said district shall have and exercise all
the rights, powers, privileges and duties conferred and imposed
by the General Laws of Texas upon the trustees of a district
incorporated under the General Laws of the State for free school
purposes only; provided that the present board of trustees of
the said Batson Independent School District shall continue in
office and in charge of the district herein created until the
next general election of trustees for independent school districts
as provided by General Law at which time a board of five trustees
shall be elected by the said district to serve as provided by
General Law.
SEC. 3. The crowded condition of the calendar and the inadequate
public free school facilities of the territory hereby incorporated
creates an emergency and an imperative public necessity
that the Constitutional Rule requiring bills to be read on
three several days be suspended and the same is hereby suspended
and this Act is to take effect and be in force from and
after its passage; and it is so enacted.

House, 101 yeas, 0 nays; passed the Senate, 28 yeas, 0 nays.]

IN BELL COUNTY.
H. B. No. 357.] CHAPTER 15.
An Act to create the Belton Independent School District in Bell County,
Texas; providing a board of trustees therefor, and vesting said Independent
School District board of trustees with all the rights, powers,
privileges and duties conferred upon Independent School Districts incorporated
under the General Laws of Texas; divesting the town of
Belton of the control and management of the public schools thereof
and vesting the same in the Belton Independent School District, as
herein created; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That the Belton Independent School District is
hereby created and established in Bell County, Texas, with metes
