34 SPECIAL LAWS.
aggregate amount of bonds issued for the above named purpose shall
never reach an amount that the tax limit prescribed by General
Laws on the one hundred dollars valuation of taxable property within
the district will not pay current interest and provide for a sinking
fund sufficient to pay the principal at maturity; and provided
further, that no such tax shall be levied and! no bonds issued until
after election shall have been held, wherein a majority of the tax
paying voters voting at such an election shall have voted in favor
of the levying of such tax, or in the issuance of such bonds, or both,
as the case may be, provided that the specific rate of tax need not
be determined in the election.
SEC. 19. To facilitate the prompt collection of taxes and to effectually
avail itself of the lien thereof upon property delinquent, the
board of trustees may, in its discretion waive the regular proceedings
prescribed by the general laws for the enforced collection of taxes
and adopt the extraordinary remedies of a direct suit therefor against
the owner or owners of the property delinquent, and for the foreclosure
of the lien, in the form of suit for debt and foreclosure
according to the statutory form and rules of procedure in such
cases, obtaining services upon the defendant or defendants in such
suit in the manner provided by general law. Such suit or suits
shall be instituted and prosecuted in the name of the Richland
Springs Independent School District as plaintiff. The board of
trustees of said Independent School District shall be governed by
General Law creating independent school districts as to the manner
of holding elections, for voting and levying such taxes and issuing
such coupon bonds.
SEC. 20. The officers of the board of trustees may be removed
from office for misconduct, intentional neglect of duty, continued
inattention to duty, or incompetency, at any time by a majority
vote of the members of the board,
SEC. 21. The official duties and authority of the officers elected
lby the board of trustees shall conform to the sphere of the business
of the board, as may be prescribed and directed by the rules and
regulations adopted by the board, consistent with the General Laws
regulating the duties of officers and trustees of independent school
districts.
SEC. 22. The said board shall have power and authority to prescribe
the necessary rules for the transaction of its business, electing
its officers, filling its vacancies in its membership, appointing
its committees for regulating and facilitating its business, and the
establishment of schools and the conduct of them; fixing the mode
and manner of electing teachers, and fixing their compensation within
the limits fixed by the General Law; providing for the investigation
of misconduct or incompetency of teachers; providing for the cancellation
of the contract with, or the discharge of any teacher found
guilty upon investigation and proof of unbecoming conduct, inefficiency,
neglect of duty, incompetency or other fault justifying such
cancellation of contract and discharge in the interest of good order,
discipline and efficiency of the schools, subject to such right of
appeal on the part of the teacher as is allowed by law; and gen-
